Job description:

Job title: Project Manager

Area of ​​responsibility:

World Vision is seeking a Project Manager to lead selected projects across the Syria portfolio. The Project Manager will lead the expansion of the portfolio in the specified area, serve as a geographic specialist, and strategically collaborate and coordinate with partners to ensure efficient grant implementation.

The Project Manager takes the lead in project development, planning, implementation and monitoring. He undertakes the day-to-day management to achieve high quality results in line with acceptable project standards relevant to the established objectives, goals and operational policies. He oversees the financial management of the grant/portfolio with the projects’ objectives and goals, monthly activity plan, schedule of expenditure, budgets, etc.

The Project Manager acts as the point of contact for World Vision’s external representation in the relevant sector groups for Syria. He sits on the relevant working groups and coordination bodies and liaises with donors and partners as required, in close cooperation with the Deputy Head of Field Operations.

The Project Manager will work with World Vision’s MEAL department, procurement staff and field monitors in Syria to develop and implement remote monitoring standards, systems and processes that ensure the highest standards of risk management.

MAIN TASKS

1. Overall management in the development of area strategies and ensuring consistency with the overall strategies of the WVSR

2. Provide general leadership and supervision of the team/partners.

3. Ensure that projects are sector-specific wherever possible.

4. Ensure that assigned projects are properly planned and implemented to meet agreed results, schedules and budgets;

5. Ensure that assigned projects have sufficient resources and staff to ensure effective implementation;

6. Facilitate reporting on the progress of project implementation;

7. Analyze the effectiveness and efficiency of project implementation and initiate corrective measures if necessary.

8. Track the annual budget.

9. Budget reviews and transaction verification

10. Approval of purchase requests within the authority levels

Employee/Partner Management

1. Determining staff requirements and facilitating recruitment and training;

2. Set goals for employees, monitor their performance and provide feedback;

3. In collaboration with the Deputy Head of Field Operations and the Partner Capacity Building Coordinator, identify areas for staff/partner development and facilitate staff/partner training and development;

4. Conduct and/or organize technical and operational capacity building for employees and partners

5. Ensure the well-being of employees;

6. Establish and maintain close relationships with partners to enable effective partnership in projects in this area;

7. Work with the Partnership Manager in the Syria Country Office to ensure the Agency maintains an understanding of partnership challenges and opportunities across Syria.

coordination

1. Identify challenges in coordination with other functions (finance, procurement, administration and security) and partners and initiate corrective actions where necessary (focus on individual problem solving);

2. Coordinate interventions with other agencies, working groups and clusters;

3. Close coordination with the respective MEAL coordinator

4. Work with appropriate technical advisors to ensure that the program meets a high technical standard.

5. Hold regular meetings with WV Syria staff working in this area.

6. Represent World Vision in external coordination meetings (clusters, working groups) and play a constructive role in the development of best practice approaches and the exchange of experiences in the working groups.

Compliance and risk management

1. Work with the MEAL Manager/Coordinator to review, design and refine remote monitoring protocols and ensure they are applied to the projects;

2. Review and update risk and contingency plans to reflect changes in the operational context in coordination with partners, the WVSR Risk and Compliance Advisor and the Security Coordinator6;

3. Ensure that effective systems are in place to detect and prevent fraud, waste and embezzlement and that incidents are reported promptly to senior management;

4. Ensure that systems are in place for all projects to ensure continuous verification of the delivery of materials and to monitor partner procurement in coordination with the Compliance and Risk Advisor and the Procurement and Logistics Manager;

5.Training and support of partner employees in risk management and risk reduction.

Knowledge/qualifications for the role

Needed work experience:

  • Master’s or postgraduate university degree in education, social sciences, international development or other related major

    Comprehensive knowledge of international human rights law, international humanitarian law, refugee law, relevant positions of the UN, ICRC and key NGOs on the protection of civilians, in particular internally displaced persons and refugees, women and children, codes of conduct, the Humanitarian Charter, the Sphere Project, the INEE minimum standards, etc.;

Required education, training, licensing, registration and certification

  • At least five years of operational humanitarian experience, including at least three years in a leadership role in an emergency context;
  • Experience in remote management;
  • Proven experience in training, including development of training materials.
  • Good communication skills in English and Arabic (oral and written);
  • Cultural sensitivity and adaptability;
  • Strong communication skills with the ability to express ideas and concepts clearly and persuasively to senior members of the humanitarian community as well as to field practitioners;
  • Excellent networking skills;
  • High level of negotiation and persuasion skills;
  • Ability to work in high voltage and high safety risk situations with a reasonable level of comfort;
  • Ability to maintain performance expectations in different cultural contexts, psychologically stressful environments and under physical stress;
  • Ability to facilitate the formation of cross-functional project teams and the development of national strategies;
  • Understands work from a process perspective and uses measurement and accountability systems effectively;
  • Shows openness and transparency;
  • Knowledge of the Syria-specific context

Preferred knowledge and qualifications

  • Excellent detail-orientation skills
  • Thorough knowledge of office systems. Computer skills and experience with word processing, database management and spreadsheet software;
  • Ability to maintain positive relationships with colleagues,
  • Emotional maturity and ability to handle matters of strict confidentiality;
  • Excellent organizational and planning skills;
  • Excellent knowledge of government regulations;
  • A professional certification in project management (PMP) is an advantage;
  • Fast learner, agile, flexible and adaptable;
  • Ability to contribute to a healthy team spirit within virtual teams;
  • Intercultural sensitivity
  • Work experience in the environment of an international non-governmental organization and contact with international work culture and practices are a great advantage.

Travel and/or work environment requirements

40 % field work

60% office work

The position requires the willingness and ability to remain operational in a crisis situation, including during a World Vision response following a man-made or natural disaster.

Language requirements

Fluent in Arabic and English
