Plan International Jordan was founded in 2016 and offers programs in Azraq refugee camp and host communities. Role PURPOSE This position will be based in Amman and will assist in managing the financial aspects of Plan Jordan’s project sub-grants. This requires a motivated, flexible, problem-solving team player with excellent analytical and communication skills and the ability to prioritize activities and meet tight deadlines. The Sub-Grants Finance Coordinator supports the Finance & Grants Manager in the monitoring and management of grants and works closely with the Project Managers and relevant partners. He/she ensures that sub-grants management issues are promptly addressed and that sub-grants are prepared and managed according to Plan International and donor requirements and submitted on time. In addition, he/she ensures that grants are fully implemented in accordance with donor regulations and PIJO requirements and that sub-grants reports are reviewed and submitted on time. He/she conducts on-site visits and holds regular meetings with partners. Responsibilities The Sub-Grants Finance Coordinator is responsible for the following tasks: Ensure effective management of sub-grant budgets and forecasts. Coordinate with the budget and reporting unit to submit budget forecasts on time. Review and ensure timely submission of financial reports and related documentation from partners to the accounting department for data entry. Review cash flow requirements related to the payment of sub-grants. Coordinate with Finance to monitor cash flow, ensure efficient transfer of funds and support the smooth implementation of Plan International programs. Identify appropriate financing mechanisms for each grant and incorporate special conditions where necessary. Check the quality of sub-grant agreements and related documentation before signing. Maintain proactive and reactive communication with Plan International partners. Conduct regularly scheduled partnership management meetings and regular site visits. Review partners’ reports in a timely manner in accordance with their partnership agreements. Coordinate with the Country Finance Manager and program teams. Coordinate effective processes for closing partnerships, including reflection, lessons learned and future planning. Support the development of sub-grant tools, monitoring tools and efficient review and change systems for the sub-grant cycle. Work closely with project managers to ensure that detailed implementation plans are developed and executed in line with project activities and quality standards related to sub-grants. Work with partners to ensure the completeness, correctness and accuracy of financial reports. Support the preparation and tracking of partner budgets and financial reports and advise the Program Department on potential spending and financial issues. Support budgeting, realignment, and modification of existing subgrants by providing historical financial data. Facilitate regular coordination meetings with staff and national and local partners to ensure effective project implementation according to established schedules. Conduct regular on-site visits to project locations and partners. Monitor the disbursement of grants to recipients in close coordination with the Finance Manager. Support the preparation of project progress reports that meet funder requirements, monitor activity progress and provide accurate and timely status reports. Assist us in the development of funder reports. Maintain the grant file documentation. Conduct evaluations before awarding subgrants. Support the preparation, review and follow-up of sub-beneficiary agreements. Help us prepare documentation for audits and ensure that all requirements are met. Make sure that the procedures for starting and closing subgrants are correct. Make sure that all of the sub-beneficiary’s expenses are eligible. Assess capacity building needs and provide training and technical assistance to beneficiaries. Perform other duties as assigned by your immediate supervisor. Communication and working relationships: Collaborates with the finance manager, program staff and external partners Child protection, gender equality and inclusion Ensures that Plan International’s global policies on child and youth protection and gender equality and inclusion are fully implemented in accordance with the principles and requirements of the policy, including relevant implementation standards and guidelines applicable to their area of responsibility. This includes, but is not limited to, ensuring that staff and partners are aware of and understand their responsibilities under these policies and Plan International. External: Local implementation partners Technical expertise, skills and knowledge At least 5 years of progressively responsible professional experience in the financial field “grants, partnership management, budgeting and accounting”, preferably in the humanitarian sector. University degree in finance, accounting, economics or another related field. Extensive experience in managing, monitoring and implementing small grants. Experience in managing large budgets. Experience in working with partners and donors. Ability to deliver well-structured, high-quality reports and meet tight deadlines. Ability to communicate and maintain appropriate and productive relationships with a range of stakeholders, including local partners Flexible working attitude and ability to work independently in a small team. Strong work ethic with the morals of respect, integrity, collaboration, responsibility, productivity and professionalism. Excellent knowledge of English (written and spoken). Excellent knowledge of Arabic (native speaker level preferred).
