Focus on our activities in SYRIA

Our mission in Syria was established in 2008. PUI is developing an integrated approach with interventions in the areas of infrastructure, water, sanitation and health (WASH), education and livelihoods. In addition, PUI works on the rehabilitation of collective and private shelters and infrastructure, WASH interventions for emergency and early recovery, educational support for conflict-affected populations and strengthening the self-reliance of the Syrian population through livelihoods. The mission is currently implementing six projects.

What about the HR coordinator?

As Human Resources Coordinator, you will be responsible for monitoring and updating human resources policies in accordance with mission requirements and national legislation. You will ensure proper management of the mission’s national human resources.

For this purpose, you are responsible for:

  • Human Resources Policy: You will be responsible for improving and updating PUI’s human resources policy for the mission within the legal framework of the country of operation in this area.
  • Capacity building: They propose strategies for capacity building and retention of national staff.
  • Management and career: You will be responsible for all administrative management of the national teams (recruitment, hiring, remuneration, monitoring, evaluation, training, dismissal, etc.).
  • Work organisation: They make recommendations and participate in the rationalisation and optimisation of the mission’s human resources.
  • Risk analysis: They analyze risks related to personnel issues and, where appropriate, issue warnings and recommendations.
  • Administrative and legal management: You are responsible for monitoring administrative records and ensuring that the status and operations of the mission comply with the legal requirements of the country of operation.
  • Administrative management of foreign personnel: You will assist the Head of Mission in the personnel management and administrative management of the mission’s foreign personnel.

These challenges await you:

– High fluctuation – Salary adjustment due to the devaluation of the local currency – Implementation of the new structure planned for 2023 – Working time recording together with new HR system

What you need for success

  • Training : You have a Bachelor’s or Master’s degree in human resources management or another relevant qualification. Project management training would be desirable.
  • Experience : You have at least 2 years of experience in an international NGO or in a technical field. Even better if you already have experience in HR or administrative positions at coordination level or knowledge/experience in capacity building and staff training. You have already worked at Première Urgence Internationale? That would definitely be a plus!
  • skills : You are proficient in team and administrative management, employment law and database salary management. Knowledge or experience in capacity building/people development as well as previous experience in volatile contexts or conflict areas would be desirable.
  • qualities : You are able to work independently, take responsibility and proactively propose solutions. You are resilient, diplomatic and open-minded and can integrate into the local environment, taking into account its political, economic and historical specificities. You have good analytical skills and know how to set priorities.
  • Languages : You are fluent in English. If you speak French and/or Arabic, that would definitely be an advantage!

PUI offers you

  • Was standing: Manager with fixed-term contract
  • Monthly gross income: 2 650,00 – 3 130,00 EUR depending on your experience in international solidarity + 50€ per semester of study at PUI
  • Insurance including health insurance and supplementary health care, 24/24 assistance and repatriation

  • Break regulations: 5 working days for 2, 4, 8 and 10 months + break allowance
  • Paid Vacation Policy: 5 weeks paid vacation per year + return ticket every 6 months
