About the Human Rights for All activity
The Human Rights for All activity aims to strengthen the Guatemalan human rights system so that all citizens are respected and protected. Through advocacy, education, awareness raising and capacity building, the project will promote a culture of respect for human rights to support the continued development of Guatemala. The objective of the Human Rights for All project is to strengthen the Guatemalan human rights system. This objective will be achieved through the following objectives: Objective 1: The enabling environment for preventing and reducing human rights violations will be improved; Objective 2: The protection of human rights will be improved; Objective 3: The capacity of Guatemalan civil society and selected government entities to respond to human rights violations will be increased.

Description of the consultation
The Presidential Commission for Peace and Human Rights (COPADEH) is an executive branch body responsible for advising and coordinating with the relevant authorities and other actors. Its aim is to promote measures and mechanisms to protect and guarantee human rights, promote a culture of peace based on non-violence and ensure compliance with government commitments arising from the peace agreements.

In 2020, COPADEH was created through Government Agreement 100-2020 following the dissolution of the Presidential Commission for the Coordination of Executive Policy on Human Rights (COPREDEH), the Presidential Secretariat for Peace (SEPAZ) and the Presidential Secretariat for Agrarian Affairs (SAA). Under this agreement, COPADEH received the assets of these entities for safekeeping, which were initially kept in a rented warehouse. However, in some cases, there were no formal protocols on the receipt and transfer of these assets.

The current administration of COPADEH has determined that there are no documentary records proving the physical verification of the receipt of these goods, therefore, in January 2024, COPADEH began the process of inventorying and digitizing the database of these assets.

Therefore, COPADEH requires technical support to verify the assets in its custody, as well as to set up a database that will serve as a tool to manage the regularization of existing assets and to document those that are not physically present. This will enable the Commission in charge of the liquidation processes of the defunct SAA, SEPAZ and COPREDEH (under Government Agreement 46-2022) to initiate the necessary administrative, financial and legal steps to regularize these assets with the corresponding authorities.

Tasks

1. Digitize asset information and classification.
2. Prepare reports on the work carried out.
3. Detailed statistical tables.
4. Prepare detailed reports on the condition of assets.
5. Attendance at convened meetings.
6. Other tasks assigned to you by your immediate supervisor in accordance with your job description.

Key findings

1. Create and maintain a digital database of all assets of defunct institutions, including detailed information on the type, condition, and other relevant characteristics of each asset.
2. Work reports, statistical tables and tables of contents on the status of the inventoried assets.

Length of time
The consultation will last for a maximum of 45 working days, from 20 August to 30 November 2024.

Qualifications

1. Proven high school graduate.
2. Preferably a student in the third semester of business administration, auditing or a comparable course of study.
3. 1 year of professional experience or activities related to the position.
4. Knowledge in:

Description of the consultation
The Presidential Commission of Peace and Humanity (COPADEH) is the Executive Body entity in charge of managing and coordinating with the dependent correspondents, as well as other actors, to promote actions and mechanisms aimed at protecting and promoting humanitarian rights, promoting a Pacific culture based on nonviolence and the compromise of the governors derived from the Acuerdos de Paz.

In 2020, the COPADEH replaced the Government of the Board of Governors 100-2020 due to the extinction of the Presidential Coordinator for Human Rights Policy (COPREDEH) and the Secretariat of the Republican Republic (SEPAZ) and the Secretaría de Asuntos Agrarios de la Presidencia (SAA).
