Context:

Under the overall supervision of the Chief Migration Health Officer (CMHO) and the direct supervision of the Chief Migration Health Nurse (CMHN), the successful candidate will be responsible for carrying out the following tasks and duties in relation to the Migration Health Assessment Centre (MHAC) in Doha, Qatar.

Core functions / responsibilities:

  1. Manage the daily nursing and administrative activities of the Migration Health Assessment at the Migration Health Assessment Centre (MHAC) to meet the technical requirements of the resettlement countries in the following areas:
    1. Medical examinations;
    2. imaging;
    3. laboratory tests;
    4. vaccinations;
    5. TB management;
    6. treatment and referrals;
    7. Pre-departure procedures and medical measures;
    8. Advice;
    9. Documentation, certification and information transfer;
    10. Directly observed brief treatment/therapy programs (DOTs);
    11. fitness to travel tests; and
    12. Other technical areas as required.
  2. Supervise all daily care and administrative activities, including:
    1. Assign tasks to nurses and staff.
    2. Supervise pre-examination information sessions, consultation, history, follow-up and measurement of vital signs; ensure that nurses and healthcare professionals enter information into the appropriate databases in a timely and accurate manner, according to their specific functions; and
    3. Facilitate and monitor the implementation of fraud prevention measures, including testing conducted outside the MHAC.
  3. Contribute to establishing and maintaining optimal workflow at the health assessment site by suggesting and implementing improvements to facilitate timely completion of care and administrative tasks.
  4. Ensure that all mechanisms for verifying the identity of migrants/refugees are well established and followed.
  5. Implement quality assurance and quality control measures for nursing and administrative activities. Participate in the creation of SOPs and instructions as well as in the training of staff.
  6. Ensure that SOPs, checklists and standard general precautions are followed within MHAC.
  7. Verify that the MHAC pharmacy, inventory, medical kits and emergency equipment in the MHAC and for medical escorts, if applicable, are well maintained according to policies and SOPs.
  8. Coordinate, track and review procurement for MHAC – including purchase orders, payment requests and invoices.
  9. Collect and analyze administrative reports and program updates as needed; report any discrepancies or problems to N+1 (CMHO or Head Nurse).
  10. Coordinate the planning and execution of mobile missions where necessary.
  11. Coordinate and, where necessary, provide medical support to ensure that migrants receive continuous care at all stages of migration (before departure, during the journey and at the final destination).
  12. Collect and analyze statistical information and report it to the Chief Migration Health Nurse or CMHO according to the pre-set and agreed format.
  13. Maintain collaborative relationships with a range of partners to facilitate follow-up and sharing of relevant information. Partners include internal IOM departments, other health care providers, panel doctors, embassies, other UN agencies or NGOs, and others as appropriate.
  14. May be responsible for the direct supervision of a specific team.
  15. Perform other tasks as assigned.

Required qualifications and experience

Training

  • Bachelor’s degree in nursing from an accredited academic institution required
  • A Master’s degree or higher from an accredited academic institution is an advantage.
  • A valid license to practice nursing in the country of employment.

Experience

  • For Bachelor graduates, at least four years of relevant clinical experience, of which at least two years in a supervisory role
  • Excellent technical skills, including blood sampling.
  • Training or professional experience in tuberculosis management, mass vaccination, communicable diseases, laboratory testing or public health is an advantage.
  • Knowledge and experience in clinical nursing.
  • Management experience is desirable.
  • Knowledge of the principles of prevention and disease control.
  • Knowledge and experience in implementing patient safety and infection prevention and control.
