General description of the program:

GOAL has been operating in Syria since 2013, responding to the most urgent needs of conflict-affected communities. GOAL is active in Idleb province through both direct implementation and partners, delivering food and non-food items to particularly vulnerable populations. By supporting water supply units, GOAL provides water, sanitation and hygiene (WASH) and emergency assistance to recently displaced households.

GOAL has been operating in North Aleppo province since 2019, implementing relief operations directly and through partners. The company delivers food and non-food items to particularly vulnerable populations and provides emergency assistance to recently displaced households.

Area of ​​responsibility:

The WASH Programme Manager (PM) will be based at the GOAL offices in Idleb region of Syria. He/she will report to the WASH Coordinator in Turkey and the Programme Coordinator in Syria. He/she will also manage the GOAL WASH staff based in Idleb (including Deputy Programme Managers, Engineers, Data Team, Community Liaison Team and Laboratory Team) and work closely with the local water supply units and local councils/municipalities.

The WASH PM is responsible for supporting the Turkey-based WASH Coordinator in the planning, implementation and reporting of GOAL’s WASH activities in the Idleb area. This includes rehabilitation, operation and maintenance of water networks, coordination of waste management, rehabilitation of collection centers and implementation of a cost reimbursement system where appropriate. The WASH PM supports and advises the WASH Coordinator in the global development of the WASH program and ensures the coordination, planning, monitoring and management of WASH program activities. This includes working closely with partners and stakeholders (particularly water units and local councils) as well as with GOAL’s M&E team to ensure timely and effective monitoring and evaluation of WASH activities and impacts. The WASH PM is responsible for day-to-day program implementation and must ensure that the program effectively and efficiently achieves its objectives in accordance with GOAL policies and principles and funder requirements.

Main tasks:

Technical support:

  • Develop detailed activity plans in line with the objectives of the WASH programme and ensure that these activity plans are implemented. Any anticipated delays and/or changes will be communicated to and discussed with the WASH Coordinator in a timely manner.
  • Monitor the performance of WASH programmes in terms of results against activity plans and, in collaboration with the WASH Coordinator, take all necessary actions to ensure that the programme achieves its objectives within the specified time and budget and with the specified quality.
  • Contribute to the design of new WASH projects and development of proposals, ensuring that they are based on a thorough understanding of priority needs and gaps in GOAL’s areas of intervention.
  • Improve the quality of services delivered by supporting the supervision of key personnel, analysing and disseminating M&E data and lessons learned, and reviewing GOAL and other best practice guidelines.

Management and coordination:

  • Directly manage GOAL staff assigned to the WASH programme, including staff seconded to WASH partners, including ensuring that all staff have clearly defined job descriptions and work plans and understand their responsibilities;
  • Ensure effective coordination, information sharing and liaison with WASH and other actors operating in GOAL areas, identifying opportunities for complementarity and reducing the risk of duplication;
  • Coordinate with the Area Management Team in Syria on the needs of the WASH programmes in terms of logistical, financial, human and security support.

Reporting:

  • Prepare weekly reports and share them with the area manager and WASH coordinator.
  • Work with water units to improve their reporting capabilities.
  • Participate in donor reporting (monthly, quarterly and final) as requested by the WASH Coordinator.

Support from partners:

  • Work closely with WASH project partners to ensure that project objectives and activity plans are clearly understood and adhered to and that agreed roles and responsibilities of GOAL and partners are respected;
  • Identify capacity building needs for staff and partners and collaborate with the WASH Coordinator and other team members to design and deliver effective training, mentoring and other activities to address identified capacity gaps.

Procurement:

  • Prepare procurement plans with support from the WASH Coordinator.
  • Conduct weekly meetings with the procurement team in Syria to track compliance of all WASH procurements.
  • Work with the WASH Coordinator and Procurement Department in Turkey to ensure that there are no delays in the procurement and delivery of WASH materials required for the program to the site.

ME:

  • Coordinate with the M&E team to ensure the development and implementation of appropriate M&E and program management tools and systems, as well as community feedback mechanisms.
  • Travel frequently to programme sites to directly monitor WASH programme activities and ensure that clear feedback is provided to field staff and/or partners on any necessary changes or improvements required to ensure that project activities meet stated objectives and deliver maximum benefit to target beneficiaries;

Other:

  • Ensure that the policies and guidelines set out in GOAL manuals and policies are followed at all times.
  • Ensure compliance with GOAL’s Code of Conduct and Child Protection Policies, as well as GOAL’s Integrity Standards, and ensure compliance with GOAL’s whistleblowing mechanisms.
  • Ensure adequate staff planning, training and resource allocation necessary to successfully achieve program objectives.
  • Ensuring compliance with financial policies as set out in the GOAL Financial Manual;
  • Ensure compliance with all funder requirements applicable to the project, including timely quality reporting.
  • Other related tasks as requested by the WASH Coordinator.

Requirements (mandatory):

  • Fluent in Arabic and English (oral and written)
  • Bachelor’s degree in engineering.
  • At least three years of experience in water projects in northwest Syria.
  • At least 5 years of experience in implementing WASH programs.
  • At least 3 years of experience in a management role, including team capacity building
  • Budgetary control and financial management skills.
  • Flexible and creative approach with proven ability to solve problems and find solutions.
  • Excellent time management skills and ability to prioritize work under pressure.
  • Excellent communication and interpersonal skills.
  • Commitment to beneficiary accountability and humanitarian principles.
  • Experience in writing proposals and reports
  • Excellent computer skills, especially with Excel

Requirements (desired):

  • Proven experience working with public water and wastewater authorities for at least 3 years.
  • Proven experience with engineering software for water and wastewater system design (such as CAD – ETABS – Solar system design software, etc.). (All certificates should be attached to the application.)
  • Proven experience in preparing and completing technical assessments related to infrastructure projects. (Examples should be included with the application).
  • A certificate confirming successful completion of a project/program management course
