Handicap International/Humanity & Inclusion (HI) is an independent and impartial international solidarity organisation that intervenes in situations of poverty and exclusion, conflict and disasters. It works alongside people with disabilities and vulnerable populations to meet their basic needs, improve their living conditions and promote respect for their dignity and fundamental rights.

Since the beginning of the war, HI has established a two-country programme for Ukraine and Moldova. In line with the priorities of the Ukraine Flash Appeal and the Regional Refugee Response Plan, the pillars of HI interventions are the following:

  • Health: HI aims to improve access to quality physical rehabilitation and mental health and psychosocial services (MHPSS) for the conflict-affected vulnerable population.
  • Protection: Given the magnitude of humanitarian and protection needs, HI intervenes at various levels to ensure that vulnerable populations affected by conflict have access to multisectoral services tailored to their needs. In addition, HI strives to promote a humanitarian response that includes persons with disabilities.
  • Reducing armed violence: Recent and ongoing attacks have dangerously increased Ukraine’s contamination with explosives. Against this backdrop, HI is pursuing a multi-pronged approach to explosives risk education and conflict prevention and response (CPP), which can be adapted as the conflict evolves.
  • Basic needs: To address the most urgent needs of displaced households hosted by local communities or living in collective accommodation, HI provides hygiene kits and relief items using various intervention modalities, including in-kind assistance and/or cash transfers.
  • Humanitarian Aid to Humanitarian Aid Logistics (ATLAS Logistique): To enable the delivery of humanitarian aid as close as possible to the most affected populations, HI offers shared storage and transport services to other humanitarian actors – with a particular focus on “last mile” transport.

HI has three centres, one in the East (based in Dnipro), one in Mykolaiv and one in the West (based in Lviv), with a coordination office in Kyiv. There are activities in other cities such as Kharkiv and Poltava. HI staff are accommodated in guest houses or in a hotel (depending on location), usually close to HI offices, with restaurants, cafes, shopping centres within walking distance and close to an emergency shelter (the emergency shelter is either in the building or very easy to get to).

Security in the city of Mykolaiv and the surrounding area of ​​operations remains relatively stable, although air raid sirens frequently lead to work stoppages and disruptions to activities.

Mykolaiv is a humanitarian hub for the south after Odessa. The city is home to numerous international organizations and social life (restaurant, cafe) is possible under a strict curfew (23:00-06:00). High quality international and local food is available and various restaurants are within walking distance from the hotel and office. Communication (phone, mobile data, internet) works well. HI currently has about 2 international staff members in Mykolaiv.

To implement projects of this mission, HI Ukraine is looking for a Technical Rehabilitation Officer for five months.

YOUR MISSION

Under the responsibility of the Health Project Manager, the Rehabilitation TO contributes to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion in his/her home country. He/she contributes to the implementation of projects by providing technical expertise and ensuring that the quality and impact of the projects concerned are optimized. He/she works closely with the technical team of the program. He/she is responsible for supporting and advising the two National Rehabilitation Officers so that they can properly carry out their technical activities.

YOUR RESPONSIBILITIES

Responsibility 1: Provides guidance and technical support to projects in accordance with the general technical framework and standards in the rehabilitation sector.

  • Provides project managers and field staff with appropriate technical and educational guidance and support in rehabilitation
  • Ensures that project activities are implemented according to internal quality and technical standards and suggests adjustments or improvements where necessary.
  • Adapts project documentation as needed according to global rehabilitation technical norms and standards, including the International Classification of Functioning and the Human Development Model.
  • Contributes to the regular reporting of rehabilitation activities (collection and analysis of technical data collected) in collaboration with the project team and the MEAL team.
  • Ensures, where relevant, coordination and collaboration with the project’s technical partners as delegated by the Project Manager.
  • Supports the capacity development of the national rehabilitation workforce through assessments, mentoring, monitoring and training.

Responsibility 2: Enables technical learning from projects.

  • Gather the necessary elements for any planned capitalization or scientific documentation exercises.
  • Provides reports and reflections on all training conducted to contribute to technical learning.
  • Contributes to rehabilitation technical learning under the responsibility of the specialist based on best practices.
  • Contributes to the eligibility criteria for reviews.
  • Implements recommendations to improve the technical quality of the rehabilitation components of projects.

Responsibility 3: Contribute to the revitalization of the rehabilitation sector.

  • Contributes to recruitment.
  • Contributes to the necessary technical rehabilitation training.
  • Contributes to the qualification plan for rehabilitation professionals.
  • Can contribute to the development of a local rehabilitation talent pool within its sector. This could include identifying and building the capacity of current and future rehabilitation trainers.
  • Upon request, you will contribute to other reports and documentation.
  • Provides inputs to support the development of the mission’s next operational strategy in collaboration with the Rehabilitation Specialist.

Responsibility 4: Contributes to ensuring HI’s technical influence within its sphere of influence.

  • Contributes to the influence of HI’s technical expertise: can represent HI’s technical expertise in relevant local networks and with local partners, under the guidance of the Rehabilitation Specialist.
  • Contributes to strengthening referral pathways to existing rehabilitation services

YOUR PROFILE

Qualifications & Experience:

  • Degree in Physiotherapy
  • At least 2 years of clinical experience in humanitarian emergency situations
  • Proven experience in hospital and multidisciplinary approach
  • Experience in supervision and health education
  • Fluent written and spoken English

  • Stress management possible
  • Responsiveness, flexibility and adaptability
  • Strong interpersonal and intercultural skills
