1. BACKGROUND AND GOAL:

The Skills for Tourism, Agriculture and Forestry (STAF) programme aims to improve the employability of the people of Laos while leaving no one behind. The programme supports the Department of Technical and Vocational Education (DTVE) of the Ministry of Education and Sports (MoES) in evaluating the current Technical and Vocational Education and Training Development Plan (TVETDP) 2021 – 2025 and formulating the next TVETDP 2026 – 2030.

The main objectives of this contract are: (a) to assess the implementation of the TVETDP 2021-2025; (b) to identify key priorities and activities for implementation for the remainder of the implementation period of this plan; (c) to formulate the TVETDP 2026-2030.

2. TASKS AND DELIVERIES:

The national and international experts will work with the DTVE to:

  1. Plan, coordinate and conduct a participatory evaluation of the current TVETDP to identify the (likely) key achievements by the end of 2025, identify lessons learned and prioritise the activities to be implemented for the remainder of the plan’s lifespan.
  2. Plan, coordinate and implement a participatory formulation of the TVETDP 2026 – 2030.

The selected experts will be required to submit the following deliverables and reports:

  1. Work plan with timetable (maximum 5 pages; in English) for completion of the contract, consistent with the timetable for completion of the Education and Sports Sector Development Plan (ESSDP) 2026 – 2030 and the National Socio-Economic Development Plan (NSEDP) 2026 – 2030;
  2. TVETDP 2021 – 2025 Evaluation Report (maximum 20 pages excluding annexes; in English);
  3. TVET Action Plan (maximum 5 pages; in English) for the remainder of the TVETDP implementation period 2021 – 2025;
  4. Draft TVETDP 2026 – 2030 (maximum 25 pages without annexes; in English)
  5. Final report (maximum 5 pages; in English) on the implementation of the contract with recommendations to be taken into account in the STAF programme for future similar contracts.

3. PERIOD OF SERVICE

The assignment is expected to be for a period of 12 months, expected to run from October 1, 2024 to September 30, 2025. The national expert will be contracted for 60 working days. The international expert will be contracted for 40 working days, with a minimum of 30 days on site (travel days do not count as working days). The assignment will be based in the capital city of Vientiane, with some travel to other provinces in the country also required.

Note: The formulation of the TVETDP 2026 – 2030 needs to be consistent with the timetable for the formulation of the ESSDP 2026 – 2030 and the NSEDP 2026 – 2030. Therefore, the specific dates and the overall duration of the contract may need to be adjusted.

4. PROFILE OF THE EXPERTS:

  • At least 10 years of experience in strategic planning;
  • Technical expertise in the field of vocational training;
  • Familiarity with conducting stakeholder consultations/workshops;
  • Familiarity with the TVET landscape in the ASEAN region, ideally including Lao People’s Democratic Republic (international expert);
  • Familiarity with the TVET landscape in the Lao People’s Democratic Republic (national expert);
  • Fluent English (international expert);
  • Fluent in English and Lao (national expert).

Expressions of interest must be submitted in English by email to hr.rofvte@luxdev.lu with the subject “Expression of Interest – TVET”. Expressions of interest should consist of a curriculum vitae (CV) clearly indicating experience in TVET and strategic planning, as well as the contact details of two references. Applicants must indicate whether they are interested in the international or national short-term expert position (proof of nationality may be requested in case of shortlisting).

Only shortlisted candidates will be invited to the next steps of the selection procedure (submission of a methodological note and a financial offer).
