The Norwegian Refugee Council (NRC) is a non-governmental humanitarian organization with 60 years of experience in creating safer and more dignified lives for refugees and internally displaced people. The NRC advocates for the rights of displaced people and provides support in the areas of shelter, education, food security in emergencies, legal aid, and water, sanitation and hygiene. The Norwegian Refugee Council employs around 9,000 dedicated and skilled staff involved in projects on four continents. In addition, the NRC has one of the world’s largest on-call plans – NORCAP, with 650 professionals ready to respond within 72 hours in the event of a crisis.

Protection from violence is the Norwegian Refugee Council’s (NRC) newest core competence. It encompasses our efforts to prevent violence, coercion and deliberate deprivation, as well as services we offer to individuals to mitigate the effects of violence when it occurs. The current protection programme includes Individual Protection Assistance (IPA), Protection Case Management and Civil Self-Protection (CSP).

The PfV Project Coordinator will play a central role in setting up and overseeing the day-to-day operations of the new core competency of Protection from Violence in the Syrian regional offices. Working closely with the Area Programme Manager (APM) and with technical support from the PfV Programme Development Manager (PDM) of the country office, the Coordinator will lead the implementation of the PfV programme in the regional office.

The Coordinator leads the planning, implementation and documentation of the project, following established NRC guidelines, standard operating procedures (SoPs) and policies at the country and territory levels.

Tasks and responsibilities

General responsibilities:

  1. Line management of the field staff of the “Protection from Violence” project
  2. Compliance with NRC policies, guidelines and procedures.
  3. Contribute to project proposals for Protection from Violence CC strategy development and provide input on needs and gaps, considering the role of cash-based interventions and market-based programs where appropriate.
  4. Manage and implement a delegated portfolio of protection from violence projects (activities, budget and project documentation) in line with donor proposals, strategies and requirements, ensuring high technical quality.
  5. Provide regular progress reports to the Project Manager (APM and PfV PDM if no PM exists).
  6. Ensure that projects target beneficiaries who most need protection and explore and evaluate new and better ways to support them.
  7. Encourage and share ideas for improvements and necessary changes to activities.
  8. Build capacity of project staff and impart key competencies.
  9. Maintain contact and cooperation with relevant local authorities and other key stakeholders.
  10. Promote the rights of internally displaced persons/returnees in line with the advocacy strategy.

Specific responsibilities:

  • Ensure timely and technically sound planning, implementation and follow-up of Civilian Self-Protection and Case Management activities/projects, including ensuring timely and accurate development of procurement plans, recruitment plans and expenditure plans; budget management for all PfV projects/portfolios implemented in the area, ensuring regulatory compliance and program quality, and documenting lessons learned and best practices.
  • Maintain oversight and administration of civilian self-protection services and case management in the assigned area, ensuring minimum program standards (including safe and inclusive programming) are met.
  • With support from the PM (APM and PfV PDM if no PM is in office), maintain current work and expenditure plans in line with projects and budget documents.
  • Lead the recruitment and selection of highly qualified staff, monitor the activities and directly supervise PfV project staff; manage the performance of all direct reports; support the capacity building and training of PfV staff; ensure that staff implement and respect best practices and international standards in protection case management and civil self-protection.
  • Ensure that the PfV team adheres to local safety regulations and safety SOPs and provides contextual knowledge on safety issues as required by the Health, Safety and Protection Coordinator.
  • Establish a strong working relationship and coordination with relevant (I)NGOs, clusters, working groups and target communities; Coordinate and collaborate with other CCs during project design and implementation; Support the development and use of internal and external referral mechanisms; Contribute to the development and strengthening of coordination mechanisms at area level and represent the NRC at relevant coordination meetings.
  • Any other tasks agreed with the Area Programme Manager.

For Individual Response Services (IRS):

  • Lead the training, supervision and coaching of the IRS team in the area of ​​general protection case management and individual protection assistance in accordance with the NRC modalities and toolkit
  • Assist the IRS team with technical support and advice, including approval of case plans and release of cash and in-kind benefits.
  • Develop on-site visit plans to ensure regular on-site visits to implement IRS activities.

For civil self-defense

  • Lead the implementation of civil self-defense activities and support the expansion of the program as additional funding becomes available during the period of employment.
  • Develop on-site visit plans to ensure regular on-site visits for the implementation of CSP activities.

For analysis, monitoring and advocacy:

  • Contribute to improving data collection, monitoring and reporting tools
  • Monitor protection trends, prepare protection risk analyses, and collaborate with other protection actors in NES, including NRC protection teams at the area and country office levels, to assess protection risks related to the community.
  • Contribute to the development and implementation of appropriate M&E systems and tools for violence prevention programs to measure the quality of programming and evaluate the impact, cost-effectiveness and relevance of specific activities in accordance with key case management and civil self-protection (CSP) guidelines, including the NRC Prevention Framework, and to ensure that the PfV team adheres to data protection guidelines and the database is compliant.

Qualifications

General professional skills:

  • Experience: At least three years of experience in senior protection functions is required, preferably in the field of protection case management and civil self-protection in the humanitarian sector.
  • Education: A Bachelor’s degree in a relevant field such as political science, social science, development studies or similar is preferred.
  • Previous experience working in complex and volatile contexts
  • Documented results related to the duties of the position
  • Knowledge of your own leadership skills/leadership profile
  • Fluent in written and spoken English and Arabic

Context/Specific skills, knowledge and experience:

  • Contextual knowledge: Knowledge of the context in Syria and the activities of the NRC in the region, the operations of NGOs and the dynamics of the humanitarian sector is an advantage
  • Industry knowledge: Protection case management, Civilian Self-Protection (CSP) activities and programming, knowledge of data protection standards and work experience with information data management (protection).
  • Industry experience: Previous training in protection risk reduction and/or protection of civilians.
  • Skills: Excellent written and verbal communication skills. Solid interpersonal and teamwork skills; collaborative approach. Highly approachable, trustworthy and confidential.
  • Cultural sensitivity: Understanding local culture and customs and working effectively in a diverse environment.
  • Advantage: Experience in start-up projects on protection programming.
  • Relevant experience in remote administration
