The USAID-funded Sustainable Fish Asia Technical Support (SuFiA TS) activity in the Southeast Asia region, implemented by Tetra Tech International Development (International Development Jobs – Tetra Tech), is currently accepting expressions of interest from qualified candidates for the position of Senior Communications and Outreach (C&O) Specialist.

Position description: The Senior C&O Specialist ensures that technical support services and products, including briefings, guides, reports, and other publications, are designed, organized, and executed in coordination and collaboration with SuFiA TS technical advisors and service providers, in response to requests from SuFiA TS target beneficiaries, key stakeholders, and activity partners for technical training, workshops, and stakeholder consultations. The Senior C&O Specialist is responsible for ensuring that the SuFiA TS Marking and Branding Plan is consistently and correctly implemented in accordance with USAID ADS guidelines.

This is a short-term assignment to immediately hire a qualified candidate to fill the position by September 30, 2025. The work will be completed remotely from the candidate’s country of residence and reported to SuFiA TS regional office in Bangkok, Thailand.

Tasks:

Under the direct supervision of the SuFiA TS Chief of Party and in close cooperation with the Program Manager and Deputy Program Manager, the Sr. C&O Specialist will:

* Promote SuFiA TS progress, achievements and lessons learned to advance program goals.

* Develop communication strategies and products to support SuFiA TS innovations and investments.

* Design and direct implementation of a communication strategy for SuFiA TS’s communication products.

* Document program progress in accordance with USAID contract delivery requirements, including but not limited to biweekly, monthly, quarterly, annual, and contract end reports.

* Support program management in coordination and reporting to USAID and regional program partners.

Minimum requirements:

* At least five years of mid-level to senior-level or equivalent professional experience in communications strategy and product development with the U.S. Government implementing activities in the Indo-Pacific region.

* Extensive knowledge of diverse communication platforms and digital media applications in the region.

* Experience in integrating gender, youth and social inclusion contexts into communication and outreach activities is an advantage.

* Substantial experience in supervisory and/or management work including 1) direct supervision of professional technical and support staff, 2) evaluation of staff and service provider performance and achievements, and 3) capacity building and coaching/mentoring, ideally at a regional level.

* General to advanced professional knowledge of written and spoken English.

* Nationals of the following countries are strongly encouraged to apply: Cambodia, Indonesia, Malaysia, Papua New Guinea, Philippines, Solomon Islands, Thailand, Timor-Leste and Vietnam.

Preferred qualifications:

* Familiarity with the design and implementation of communications strategy for USAID projects.

* Knowledge of preparing online and print communications products and presentations in accordance with USAID labeling and branding guidelines.

* Demonstrated competency in preparing regular bi-weekly, monthly, quarterly and annual reports with input from technical activity staff.

* May facilitate regular correspondence and communication with USAID regional and country office staff for the purpose of submitting reports and contract deliverables.

* Experience in designing and conducting communication training activities and workshops for regional partners, stakeholders and country representatives.
