About the organization

Geneva Call is a neutral and impartial non-governmental organization that works to ensure that armed groups and de facto authorities (AGDA) respect international humanitarian norms in armed conflict and other situations of violence, particularly those related to the protection of civilians. Geneva Call focuses its efforts on the prohibition of the use of anti-personnel mines, the protection of children from the effects of armed conflict, the prohibition of sexual violence in armed conflict, the elimination of gender discrimination, the protection of civilian infrastructure and humanitarian access.

role

The role of the Regional Programme and Development Manager is to ensure effective coordination and implementation of country programmes and regional projects, as well as to assist the Regional Manager in managing the region through representation and strategic development and to build close relationships with key stakeholders in the region. The Regional Programme and Development Manager will ensure coordination and collaboration with the Programme, Policy and Legal, Donor Relations and other units.

Core tasks

Strategy and program

  • Ensures the coordination and implementation of projects and programme activities in consultation with the country teams.
  • Advises country teams on the implementation of programme activities with approved and secured funds.
  • Conducts programme reviews in consultation with country teams to ensure high quality of results and high implementation rates.
  • In coordination with the Programme, Policy & Legal and MEAL units, ensures that regional offices and programme managers receive effective support in the field for programme/project implementation; provides regular learning and collaboration opportunities for field and central staff to discuss strategies and best practices for programme/project implementation.
  • Oversees context analysis for Myanmar, Philippines and Thailand. Reports overall trends to the Regional Manager.
  • Develops high-quality new project proposals for multi-country donors in coordination with country teams.
  • Builds and maintains relationships with donors in coordination with Country Directors and Donor Relations.
  • Builds relationships with international organizations to support country missions.
  • Administrative and financial monitoring of regional projects and ensuring high quality implementation and reporting.
  • Supports Geneva Call’s institutional strategic development through the implementation of the updated Theory of Change and Strategic Plan 2024-2027.

Management & Coordination

  • Takes over the line management for the program managers.

Advocacy

  • Supports country teams in developing advocacy messages for relevant stakeholders.
  • Develops a proactive advocacy strategy for key regional stakeholders in coordination with the Regional Manager.
  • Coordinates with the country and the respective units at headquarters and organizes events to promote the work of Geneva Call.

External representation

  • Represents Geneva Call in programming, advocacy and coordination events/meetings with the international community and other forums in coordination with the Country Directors and the Regional Director.

Key qualifications

Training

  • Completed master’s degree in a relevant field such as political or social sciences, international humanitarian law or human rights.

Years of experience

  • At least 10 years of equivalent professional experience in a humanitarian organization with international and practical experience.

Languages

  • Good knowledge of English and other languages ​​relevant to the region.

Key qualifications, experience and skills

  • Demonstrate Integrity: Uphold and promote the highest standards of ethical and professional conduct consistent with GC’s values.
  • Experience in managing humanitarian country missions.
  • Experience working in complex security environments.
  • Solid knowledge of security management.
  • Experience in external representation and developing donor relations in a competitive environment.
  • Project cycle management (5 years).
  • Proven ability to succeed in a matrix management environment.
  • Developed interpersonal and communication skills, including influencing, negotiation and coaching.
  • Strong communication skills (written and oral) at a level appropriate for senior-level external representation and the ability to tailor communications to different audiences.
  • Interpersonal skills with experience negotiating with arms carriers and other stakeholders.
  • Experience in personnel management.
  • Willingness and ability to travel at short notice.
