About MSF East Africa

MSF East Africa is MSF’s regional institutional office. It focuses on representation and networking, recruiting and supporting staff from the region, communication and fundraising, as well as working on other dossiers of importance to MSF such as diversity, equity and inclusion (DEI), data protection, mutualisation, training, medical operational support and environmental health.

Justification/objective of the position

The Recruitment Manager is responsible for overseeing daily recruitment activities and managing the entire recruitment process for the MSF portfolio in East Africa based on internal client requests (Headquarters) and the requirements of Operational Centres (OCs) and other recruitment offices/partners.

Tasks & Responsibilities

Strategic responsibility

  • Develop systems and processes that are consistent with MSF EA’s HR strategy
  • Under the guidance of the Regional Talent Acquisition Team Lead, participate in the development and implementation of recruiting and talent acquisition strategies to ensure MSF EA Partner needs are met in a timely manner.
  • Participate in regular planning of department activities.

Technical and operational responsibility

  • Lead process improvement exercises and implementations both at headquarters and in on-site recruiting activities.
  • Lead the change management process for EA, HQ and Field recruitment practices and recommend the best approaches for sourcing and recruiting high-quality talent to meet MSF’s EA and operational staffing needs.
  • Monitor communications between hiring managers, assigned recruiters and candidates across various recruitment projects.
  • Oversee the daily work of hiring managers to ensure candidates feel positive about both head office and field operations.
  • Coordinate with human resources managers and recruiters from operational centers and other partner departments to ensure the efficiency and effectiveness of MSF EA recruitment processes.
  • Keep track of all recruitment projects and goals using tracking tools.
  • Organize strategic talent acquisition activities, including outreach events and networking.
  • Manage and maintain accurate recruitment data and perform data analytics based on key recruitment metrics.
  • Provide operational support for movement within and outside the EA region. This includes gap filling, emergency recruitment, project closing and opening, information sessions, training and capacity building for HR teams and hiring managers.
  • Participate in specific recruitment projects in the region in collaboration with OCs or missions based in the EA region.
  • Design strategies for continuous improvement in the field of recruitment (including practices, approaches and tools), share knowledge and advise on best practices and trends in recruitment.
  • Review all job openings at headquarters before posting them on internal and external platforms.
  • Manage the end-to-end recruitment and selection process for assigned projects.
  • Work with HR managers when developing the job description, inform them about the job requirements and define selection criteria for the position.
  • Provide technical guidance on recruiting to all hiring managers and serve as the primary point of contact as a recruiting subject matter expert to ensure best interview practices and outcomes.
  • Responsible for the end-to-end quality assurance of the recruitment process by ensuring consistent use of prescribed recruitment tools for both recruiters and HR managers and recommending new tools to ensure the efficiency of MSF EA’s recruitment processes.
  • Responsible for data reporting; ensures that recruitment data is always up to date and contains relevant metrics and variables.
  • Recognize and reinforce strong performance by supervisees, identify and promote improvements where needed, and ensure that a high-quality and timely performance management process is implemented for supervisees.

Other responsibilities

  • Act as support to the Regional Talent Acquisition Team Lead and Regional Recruiter as needed.

Qualifications

Training

  • A Master’s or Bachelor’s degree in Human Resources Management, Business Administration and Management, Psychology or equivalent qualification from a recognized institution.
  • Knowledge of MS Office tools (PPT, Excel).
  • Excellent knowledge of English. Good knowledge of French and Arabic is an advantage.

Experience

  • At least 5 years’ experience in human resources management and experience in recruitment and selection, ideally in the humanitarian field in a fast-paced environment.
  • 3 years of field experience with MSF or other humanitarian NGOs.
  • Experience working in an emergency situation.
  • Experience in opening and closing projects.
  • Experience in personnel management.
  • Technical experience with recruitment marketing tools and applicant tracking systems (ATS).
  • Experience with applicant tracking systems and databases, job boards and digital recruitment media.
  • Excellent understanding of recruitment and selection processes.
  • Good knowledge of current employer branding strategies is desirable.

What we offer:

  • A permanent full-time contract based at the MSF East Africa office in Nairobi, Kenya.
  • An annual salary of 27,145 EUR in HQ Level 8 on a full-time basis.
  • Global benefits package; includes school fee subsidies/support for relatives and other allowances between 620 to 1,159 euros/month based on individual and administrative status.
  • Further advantages are: 25 days annual leave, employer contribution to pension scheme, health insurance cover (employee and family), relocation assistance for those residing outside Kenya, etc. as per MSF EA terms and conditions.
