KEY RESPONSIBILITIES (not comprehensive, within the scope of delegated authority).

• Review budget plans, monitor project financial performance and make recommendations in line with WFP financial policies and best practices to ensure optimization of resources.
• Provide comprehensive analysis of fund and grant holdings, identify surpluses and deficits, and propose corrective actions to maximize fund utilization and support decision-making.
• Support pipeline management, efficiently monitor and prevent/resolve pipeline breaks to maximize operational efficiency.
• Contribute to improving internal processes, business systems and tool design to facilitate overall planning, spend forecasting, budget management and monitoring resource utilization.
• Enter project budget plans and revisions into enterprise systems and ensure timely and accurate data capture to support planning and decision making.
• Review, compile and analyze data, maintain accurate records and files, and prepare regular and ad hoc reports to ensure the accuracy and efficiency of information presented to stakeholders.
• Maintain communication with various stakeholders regarding project fund management issues and related processes to resolve discrepancies and optimize the use of funds.
• Lead support staff and contribute to their learning and development in the areas of budget planning, fund management and operational planning to enable consistent service delivery.
• Follow standard emergency preparedness practices to ensure that WFP can respond quickly in times of crisis and provide needed resources to affected areas.

QUALIFICATIONS, EXPERIENCE AND LANGUAGE:
Education: Secondary school certificate OR Bachelor’s degree in Finance, Statistics, Business Administration or a related subject.
Language: Fluent oral and written communication in English and Somali.
Experience:
• Minimum of 6 years of experience with secondary school qualification OR University degree (Diploma/Bachelor) with 2 years of experience in budget preparation and management, monitoring budgets, resource plans, pipelines and supply chains and handling budget/allocation issues.

Other desired skills:

• Strong analytical skills
• Understanding of budgeting and financial analysis
• Competence in dealing with relevant company systems and tools.
