Pact aims to Project Director Lead the implementation of a proposed U.S. Department of Labor (DOL)-funded project to combat child labor and promote acceptable working conditions in artisanal and small-scale gold mining in Tanzania. The project aims to improve the implementation of laws, policies, and action plans to combat child labor (CL) and promote acceptable working conditions (ACW) in artisanal and small-scale gold mining (ASGM).

This position is subject to the award of funds and the exact job title, requirements, and responsibilities are subject to change at the direction of the DOL.

Main responsibilities

Specific tasks of the successful candidate include:

  • Manage and coordinate the implementation of activities between project partners and ensure successful integration of activities.
  • Work closely with Pact’s Regional Director and Finance team, as well as Pact’s US team, to ensure that all project activities comply with USG rules and regulations and Pact policies, procedures and best practices.
  • Oversee project planning (i.e., developing work plans and project budgets), monitoring and reporting (i.e., reviewing and approving regular budgets and technical and financial reports) to the highest standards.
  • Monitor the project budget and work closely with project and Pact DC financial leadership to achieve expected results and ensure cost-effective use of donor and Pact resources.
  • Support the implementation of a highly adaptive, context-driven programmatic approach.
  • Provide strategic management and monitoring of the project’s partner portfolio.
  • Lead a team of flexible and adaptable staff and oversee evidence-based adjustments to programming for greater impact.
  • Supervise project staff in assisting partners in establishing reporting and tracking systems to deliver critical information in an efficient and timely manner.
  • Ensure that the program meets programmatic and financial objectives and produces accurate forecasts.
  • Represent the project at conferences, working groups and meetings to support DOL and Pact’s thought leadership in combating child labor and promoting acceptable working conditions.
  • Ensure that Pact’s project activities in Tanzania comply with national laws and regulations and that Pact’s good reputation is maintained.
  • Represent Pact’s values ​​and strategic priorities and disseminate them among other employees.

basic requirements

  • Master’s degree and at least 11 years of relevant professional experience or equivalent combination of education and professional experience, including 6 years of management experience. Bachelor’s degree and 13 years of professional experience can be substituted, subject to the consent of the donor
  • At least six years of experience in project management, monitoring, administration and implementation of cooperation agreements and/or contractual requirements (including meeting deadlines, achieving objectives, setting up and maintaining systems to manage project processes and overseeing the preparation and submission of required reports to donor organisations), preferably in the country of implementation.
  • Experience setting up and maintaining systems to manage project processes.
  • Proven success in a leadership role in a project addressing the issues of child labour, forced labour, exploitation in the workplace or the promotion of acceptable working conditions, particularly in the mining sector.
  • Experience in maintaining working relationships with all project stakeholders and participating in coalition building and promoting public-private partnerships.
  • Experience working with supply chains and/or developing skills training.
  • Fluency in English and Kiswahili is required to confirm qualification.
