Founded in 1956, the Danish Refugee Council (DRC) is a leading international non-governmental organisation and one of the few with specific expertise in the field of forced displacement. The DRC is active in 40 countries with 9,000 staff and supported by 7,500 volunteers. It protects, advocates and creates a sustainable future for refugees and other people and communities affected by displacement. The DRC works on displacement at all stages: in the acute crisis, during displacement, during settlement and integration in a new place or during return. The DRC provides protection and life-saving humanitarian assistance, supports displaced people to become self-sufficient and integrated into host societies, and works with civil society and relevant authorities to promote the protection of rights and peaceful coexistence. In recent years, the Democratic Republic of Congo has increasingly engaged in anticipatory action on climate hazards and conflict-related displacement. We have developed innovative tools to predict hazard-related displacement so that humanitarian actors can anticipate crises. We have implemented several projects in response to drought and floods in Somalia and conflict-related displacement in South Sudan, working with ECHO, IOM, WFP, FAO and IFRC, and are now expanding this work through a new global anticipatory action project, including in South Yemen. The Democratic Republic of Congo has been implementing programs in Yemen since 2009. When the conflict broke out in 2015, risks to civilians increased dramatically and the Democratic Republic of Congo expanded its intervention to provide cross-sectoral programs in water, sanitation, hygiene and hygiene (WASH), food security and economic recovery, protection, CCCM, shelter and humanitarian demining (HMA). About the job The Democratic Republic of Congo (DRC) in Yemen is looking for an experienced Programme Coordinator – Proactive Action to take over the project leadership for the implementation of the Anticipatory Humanitarian Action for Displacement (AHEAD) project in South Yemen. This is a four-year project funded by the Dutch Ministry of Foreign Affairs that will develop data models and anticipatory action approaches using local and global data for local-level analysis to support humanitarian actors in their decisions in the delivery of humanitarian assistance and enable more timely, dignified, efficient and sustainable assistance. Under the technical leadership of the Regional Coordinator and the Global Chief of Party, the Yemen-based Anticipatory Action Coordinator will assume overall responsibility for the Yemen project and country-specific deliverables. The Anticipatory Action Coordinator will also work closely with other Country Coordinators in the region implementing the same project. Main tasks: Management and coordination As project contact, take responsibility for all Anticipatory Action activities in the country and coordinate teams between countries (and with those in the region) to ensure project delivery. Contribute to internal and external technical working groups and participate in partner discussions and forums. Implementation and technical support Lead the monthly grant program reviews (at country level) to ensure high quality and timely program implementation according to work plans, objectives and with appropriate expenditure levels throughout the project lifetime. Develop project plans and ensure they are kept up to date. Monitor monthly progress against project indicators and ensure reported numbers are accurate and consistent with work plans. Work closely with the Support Services Manager and Area Program Manager to ensure procurement plans and accurate budget expenditure forecasts are continually updated and reviewed to ensure timely implementation of project activities. Coordinate cross-country sector teams to develop frameworks and policy discussions at local and national government levels and ensure that anticipatory action planning is included in country preparedness. Work with regional and global anticipatory action leaders to develop programmatic guidance and policies for anticipatory action in response to conflict and climate threats. Work with the DRC’s expanded Evidence, Knowledge and Learning team to ensure clear and relevant data and analysis for displacement forecasting models in forward-looking response. Business development and advocacy Support us in business development activities to expand the forward-looking action portfolio and coordinate the development of inputs for proposal development and outreach to potential funders. Contribute to the external advocacy and representation of the Democratic Republic of Congo in anticipatory action. Work closely with the Democratic Republic of Congo Advocacy Coordinator to achieve political commitment related to scaling up the use of anticipatory action in the humanitarian sector. Reporting and communication Establish and maintain clear lines of communication with all relevant internal and external stakeholders (with a strong focus on building relationships and understanding of proactive action with national and local authorities). Ensure high-quality internal and donor-related program reports are submitted on time. About you Experience and technical skills: You are an effective project manager and enjoy coordinating teams of dedicated staff to build collaboration and capacity within the South Area Office program team and build strong relationships with national stakeholders. Necessary At least five years of experience in humanitarian or development programs/projects in conflict areas. Experience in coordination with national and local authorities, including coordination of working groups, trainings, workshops, etc. Excellent negotiation and communication skills – oral and written. Proven problem-solving skills as well as flexible and innovative working methods. Advanced knowledge and experience with Word, Excel, Outlook, etc. as well as data analysis. A strategic thinker who is able to collaborate on a programmatic vision and communicate it to the area team. Highly motivated and hardworking with a keen attention to detail. Desirable Experience in the direct implementation of anticipatory action projects or projects related to climate resilience. Proven ability to work independently in a team and build close working relationships with colleagues from diverse backgrounds. Good understanding of using analytics in programming and react. Experience in capacity building and coaching other employees. Education: Master’s degree in a relevant field such as humanitarian aid and development; or alternatively an additional 3 years of relevant professional experience. Languages: Fluent English and Arabic are required.
