RECOFTC operates in the Asia-Pacific region and has country program offices in Cambodia, Indonesia, Lao People’s Democratic Republic, Myanmar, Nepal, Thailand and Vietnam.

RECOFTC is seeking a Procurement Officer for its Corporate Services Unit at its Bangkok Head Office. The position is open to external candidates of Thai nationality. The successful candidate will receive a 24-month contract with the possibility of extension, subject to availability of funds and satisfactory performance.

Tasks

The Procurement Officer is a member of RECOFTC’s Corporate Services Unit and reports directly to the Finance Director. This role is responsible for all central procurement functions at RECOFTC headquarters, including booking airline tickets, developing and maintaining a supplier database, and ensuring compliance with organizational policies and procedures. The Procurement Officer also supports and monitors procurement activities in RECOFTC’s seven country offices: Cambodia, Indonesia, Lao People’s Democratic Republic, Myanmar, Nepal, Thailand and Vietnam, ensuring that relevant policies and guidelines are implemented and adhered to.

Specific tasks and duties include:

Procurement process management:

  • Manage the procurement of goods, services and works and provide regular training to programme and project management staff to ensure transparency, accountability and value for money.
  • You will act as a central reviewer for procurement documents across all units and countries, ensuring they are accurate, complete and compliant before submitting them to the Finance Director for approval.

Supplier management:

  • Regular evaluation of supplier performance at headquarters
  • Develop and maintain a comprehensive and centralized supplier database for all seven countries and ensure that the information is accurate and up to date.

Compliance and risk management:

  • Ensure that all procurement activities of all units and country offices comply with relevant laws, regulations, donor requirements and RECOFTC internal policies
  • Identify and minimize risks in the procurement process
  • Maintain accurate records and documentation of procurement activities and ensure that they are available for audits.

Central flight booking:

  • Centralize airline ticket booking for all seven countries to ensure cost efficiency and efficient travel preparation.
  • Negotiate with airlines and travel agents to secure the best prices and services
  • Ensuring compliance with RECOFTC travel policies and budget constraints
  • Address any travel-related problems or emergencies as soon as they arise

Continuous improvement:

  • Implement best practices and innovative solutions to improve efficiency and effectiveness
  • Conduct market research and analyze trends to identify opportunities for cost savings and process improvements
  • Report on procurement metrics, identify areas for improvement and implement improvements.

Miscellaneous

  • Work with the Director of Finance to develop and update procurement policies, procedures and guidelines for RECOFTC and its country offices
  • Perform additional duties as assigned by the Finance Director

Qualifications and experience

The procurement officer should have the following basic qualifications and experience:

Essential

  • A bachelor’s degree in supply chain management, business administration or a related field
  • At least 3-5 years of practical experience in purchasing or a similar function, preferably in a multinational company
  • Extensive knowledge of procurement processes, supplier management and contract negotiations
  • Ability to work in a fast-paced environment and prioritize multiple tasks and deadlines
  • Experience in travel coordination and booking is a plus
  • Strong attention to detail, ensuring accuracy and completeness of procurement documents and records
  • Strong work ethic and effective problem-solving skills
  • Good oral and written communication in English and Thai
  • Must be a Thai citizen

Desirable

  • Professional certification (e.g. Certificate in Procurement and Supply Operations (CIPS), Certified Supply Management Professional (CPSM) is preferred
  • Undertake and carry out all other tasks assigned by the Finance Director
