Position Summary:

The Procurement and Logistics Officer will oversee the procurement of goods (materials, machinery, equipment, tools, etc.) and services (logistics, consultancy, insurance, etc.) for the SAMS Medical City project and other engineering and construction projects. In addition, the Officer will be responsible for supplier registration, pre-qualification processes, supplier evaluations, contract management, and overall logistics and inventory control.

This role includes ensuring that all procurement activities are conducted in accordance with SAMS policies and procedures and overseeing logistics for transporting materials to project sites.

Important relationships:

Program department, procurement department, logistics team and field staff in Syria

Main tasks and responsibilities:

1. Procurement:
   • Develop and implement procurement strategies to ensure cost-effective procurement of materials and services.
   • Identify and evaluate potential suppliers based on quality, price and reliability.
   • Negotiate contracts and agreements with suppliers to secure the best terms.
   • Prepare orders and ensure timely delivery of materials and equipment.
   • Monitor and manage inventory levels (if any) to avoid shortages or surpluses.
   • Ensure compliance with all procurement policies and procedures.
2. Logistics:
   • Coordinate and manage the transportation of materials and equipment to project sites.
   • Develop and implement logistics plans to ensure timely and efficient delivery.
   • Work with suppliers, transport companies and project managers to solve all logistics problems.
   • Maintain records of shipments, including tracking and delivery status.
   • Optimize logistics processes to reduce costs and improve efficiency.
3. Market and supplier management:
   • Conduct regular market research to identify new suppliers and trends.
   • Find out estimated costs from local and international building material suppliers.
   • Maintain positive relationships with suppliers and vendors.
   • Evaluate the supplier’s performance and address any issues or concerns.
4. Compliance and documentation:
   • Ensure that all procurement and logistics activities comply with legal laws, policies and procedures.
   • Maintain accurate and up-to-date records of procurement and logistics transactions.
   • Prepare and present regular reports on procurement and logistics performance.
5. Collaboration and communication:
   • Collaborate with project managers, engineers and other stakeholders to understand project requirements.
   • Communicate effectively with suppliers, vendors and team members.
   • Regularly inform the SAMS Medical City Manager about the status of procurement and logistics.

THE REQUIREMENTS FOR THE CANDIDATE

Required qualifications:

• A university degree in a relevant subject is a prerequisite.
• A university degree in business administration or accounting is desirable.
• At least 3 years of experience in the position of Procurement and Logistics Officer is mandatory
• Experience in the construction sector is desirable.
• Knowledge of Microsoft Office Suite and procurement software.
