Roles and responsibilities:

Overview:

The M&E Officer is a member of the SCM MEAL Unit. He is directly supervised by the MEAL Manager and ensures that the assigned organizational activities are in full compliance with SCM MEAL policies and procedures.

This position mainly involves carrying out M&E tasks related to the active projects and programmes. The M&E Officer is involved in various monitoring, evaluation, accountability, learning and research processes in addition to regular duties.

This position places particular emphasis on compliance with contractual and donor-related obligations, including (but not limited to) contractual references, reporting standards, and donor policies, procedures and guidelines.

Monitoring and control:

  • Contribute. Participate in the development of project proposals, narrative reports and results framework updates and provide the required documentation of all relevant documents.
  • Develop the necessary tools to monitor the various tasks in line with project and donor requirements.
  • Compare the project reference documents – and the SCM MEAL policy – ​​with the available and/or reported information to ensure that project performance conforms to the relevant plans.
  • Planning and implementation. Regular monitoring meetings and workshops with relevant stakeholders, leading the necessary coordination.

Reporting and report development:

  • Execute. M&E reviews the assigned reports and processes in accordance with the relevant references (project proposals, logical frameworks, results frameworks, grant and partnership contracts, SCM and donor reporting standards and guidelines).
  • Contribute to the development and review of performance and program reports as the MEAL point person for assigned reports.
  • Conduct regular follow-up reviews of report development and provide brief progress reports to the MEAL Manager for each of the assigned reporting processes.

Program development:

  • Develop M&E plans and methodologies for projects consistent with the nature and design of the project and funding constraints.
  • Develop logical frameworks, including goals, objectives, results, outputs, indicators, MoVs and assumptions, consistent with the planned project, impacts, lessons learned, best practices and stakeholder insights.
  • Participate in the program and proposal development processes and follow up on other relevant assigned tasks.
  • Contribute to risk analysis and risk mitigation plans, with clear and appropriate reference to lessons learned and best practices.
  • Applying a gender perspective throughout the programme development process and contributing to gender analysis exercises.

Research & Development:

  • Contribute to the development of SCM productions such as: training materials, technical guidelines, reports, studies and investigations; as directed by the MEAL Manager.
  • Participation in relevant research assignments and tasks as required by the MEAL Manager.
  • Conduct focus group discussions, peer interviews, survey interviews, and other research tasks in accordance with the given research plan and objectives.
  • Collecting quantitative, qualitative, structured, semi-structured and unstructured information and data as part of research and/or studies.

Supporting partners and other departments:

  • Transfer of MEAL know-how to certain organizations and associations supported by the SCM.
  • Providing coaching and peer support for SCM members and/or external contacts from partner organizations and associations in close coordination with the MEAL Manager.
  • Providing the necessary M&E support to other units and departments under the supervision of the MEAL Manager (e.g. developing and reviewing HR performance appraisals, assessing the impact of actions, etc.)
  • Prepare. Train impact measurement tools (e.g. pre-tests, post-tests, feedback surveys, etc.) and apply these tools to relevant stakeholders.

Feedback & Complaints:

  • Participate in the development of feedback and complaint mechanisms, in coordination with the MEAL Manager.
  • Holding. The relevant feedback and complaint channels are coordinated responsibly and transparently with the relevant team members and stakeholders.
  • Ensure that all stakeholders have clear and known access to feedback and complaint channels.
  • Provide training and orientation sessions to SCM team members and relevant stakeholders on the use and importance of complaint and feedback mechanisms.

Cross section:

  • Attendance at relevant intra- and inter-organizational meetings, workshops and conferences, if and to the extent assigned by the MEAL Manager.
  • Participate in investigations, incident reports and emergency response when and as assigned by the MEAL Manager.
  • Mainstreaming MEAL aspects and culture among SCM team members and promoting the role of an authentic first-hand monitoring approach.

Requirements, skills and experience:

  • Bachelor’s degree or higher in a related field (development, social sciences, computer science or statistics).
  • No less than three years of experience in monitoring, evaluation and learning.
  • Extensive experience in monitoring, evaluating and managing program design.
  • Experience in monitoring small grants with multiple partners.
  • Sufficient knowledge and experience in qualitative and quantitative data collection and analysis methods.
  • Building capacity experience in project monitoring, reporting and evaluation.
  • Computer skills, including Word, Excel and PowerPoint (additional experience with data analysis software is preferred).
  • Fluent in Arabic, good knowledge of English; knowledge of Kurdish is desirable.
