ABA ROLI is a nonprofit organization that implements legal reform programs in approximately 50 countries worldwide. ABA ROLI employs nearly 500 professional staff abroad and in its Washington, DC office. ABA ROLI’s partners in host countries include judges, lawyers, bar associations, law schools, court administrators, parliaments, justice ministries, and a wide range of civil society organizations, including human rights groups.

The American Bar Association’s Rule of Law Initiative (ABA ROLI) is seeking a local and national technical manager/consultant based in Pristina to lead an internationally funded anti-corruption program in Kosovo.

Successful candidates for this position will have strong expertise in anti-corruption work, including working with local civil society to improve corruption investigation and policy advocacy capacities, facilitating training and technical assistance to government officials to implement internal policies and mechanisms, and supporting judicial capacity development to improve the handling and adjudication of complex corruption cases. Successful candidates will also have a law or social sciences degree, professional experience in the region, at least seven years’ experience in human rights issues, and experience in managing international development programs, particularly those that require coordination with a wide range of local and international partners.

JOB DESCRIPTION

The Technical Manager, based in Pristina, Kosovo, is the lead implementer and is responsible for ensuring compliance with the project schedule and deliverables. Working under the supervision of the Program Director and the Senior Program Manager based in Washington, DC, the Technical Manager conducts all partner engagements, organizes all project activities, and manages daily communications with local partners and stakeholders in Kosovo. The Technical Manager monitors activities and conducts regular evaluation check-ins with ABA ROLI staff in Washington, DC and the funder.

This is a paid local consultant position. Only individuals based in Kosovo should apply.

Tasks:

The tasks of this position include, among others, the following:

  1. Initiating, maintaining and expanding working relationships with government partners, judicial authorities, civil society organizations, academic institutions and experts in the fields of anti-corruption and criminal investigation, as necessary for the success of program activities;
  2. Local implementation and management of the ABA ROLI program, including ensuring that program objectives are achieved, resources are used according to budget, and that reporting, monitoring and evaluation tasks are completed;
  3. Ensuring compliance with donor requirements and ABA guidelines;
  4. Act as a contact person/facebook for the programme to donor representatives in the region;
  5. Prepare monthly budget pipelines, expense reports, and cash requests for the U.S. office in collaboration with the on-site finance manager who manages and tracks program budgets.
  6. Providing financial oversight and administrative support for program implementation and completion;
  7. Regular verbal and written updates to ABA ROLI DC program staff and the funder on progress toward achieving goals, challenges, and mitigation strategies for those challenges;
  8. Identifying potential implementation challenges and developing and implementing solutions to those challenges in coordination with teammates and supervisors;

Total intervention: 1 year (12 months) with possibility of extension

Service period: January 2025 – December 2025 (start date may change depending on donor consent)

Qualifications:

  1. At least seven years of increasingly responsible experience in international development and program management;
  2. Degree in law or political science;
  3. Solid and comprehensive understanding of anti-corruption issues in Europe and Eurasia as well as the political, social and legal context of Kosovo;
  4. Proven experience in dealing with transparency and anti-corruption issues with civil society and/or government stakeholders;
  5. Experience working with international donor-funded projects;
  6. Excellent interpersonal skills with proven ability to build relationships with government agencies, civil society organizations, academic institutions and other relevant stakeholders;
  7. Strong written and oral communication skills and the ability to communicate effectively in Albanian, Serbian and English (fluency required);
  8. A high level of organization, professionalism, integrity, trustworthiness and flexibility;
  9. Ideally experience working in a non-profit/association/CSO environment.

The position is located in Pristina, Kosovo.
