To strengthen the team at the country office in Nigeria, CBM is looking to recruit a technical specialist for humanitarian assistance.The working hours for this position are 40 hours/week.The position will be filled exclusively locally. The contractual conditions of Nigerian labor law apply. Secondment is not planned. These are your tasks Under the direction and guidance of the Country Programme Manager, with reporting line to the Country Director and supporting supervision by ERU, the postholder will carry out the following tasks: Overall coordination of the CBM Country Office’s humanitarian preparedness and response portfolio, focusing on monitoring and strategic direction of the humanitarian programme, key humanitarian preparedness activities, and defining and supporting the design, implementation, monitoring and evaluation of new crisis response activities. Coordination of further training, strategy development & planning Participate in strategic country planning processes and support the definition of a realistic humanitarian country strategy in line with the CBM Federation Strategy and the Disability-Adequate Humanitarian Action Strategy. Conduct the country situation analysis, including a humanitarian architecture overview, disaster scenario/context analysis and stakeholder mapping, and proactively participate in the country strategic planning process and mid-term reviews. Provide strategic oversight and support to the Humanitarian CO team and partners in the implementation of coherent, comprehensive and high-quality humanitarian programs. Ensure that robust, inclusive monitoring, evaluation, accountability and learning (MEAL) frameworks are built into CBM humanitarian programmes In the event of a new humanitarian crisis, take immediate action to gather reliable information from local partners, the government and other humanitarian actors on the nature and extent of the emergency. Leads the determination of priorities and appropriate intervention by CBM and its partners in accordance with the country-specific humanitarian preparedness plan and promptly recommends the intended response. Identify in-country financing opportunities, including external representation and donor contacts, and lead the development of financing proposals and the effective establishment of comprehensive strategies for emergency response and recovery programs. Support the humanitarian CO team and project/partner staff in strategic oversight and capacity building. Ensure timely and high-quality programmatic reporting on CBM’s humanitarian interventions in the country. Proactively identify and manage potential challenges and/or risks by working closely with partners and all relevant stakeholders according to the three-way collaboration modality. Build and maintain good working relationships with the IHA team and other external stakeholders. Promoting CBM’s inclusive humanitarian work at various levels inside and outside the country Ensure that appropriate humanitarian preparedness measures are taken through the development, updating and implementation of the humanitarian preparedness component of the Country Strategic Plan. As part of the preparatory work, define the where (within the country), when (crisis L1, 2, 3), how and with whom and the niche area/added value for comprehensive humanitarian assistance. Identify implementing partners to deliver comprehensive humanitarian responses across the country and ensure that the CO has pre-positioned partners with a clearly defined humanitarian package in high-risk geographic areas. Carry out a mapping of the different organizations, networks and alliances that CBM intends to consider in influencing and providing technical assistance in the area of disability inclusion (I/NGOs, the UN, donor agencies and government). Identify like-minded organizations, including OPDs and experts from the disability movement, to collaborate to collectively influence and provide technical support to key humanitarian actors on disability-inclusive humanitarian response. Support partners’ responsiveness based on the sectors in which they work and in line with niche areas of CBM activity, in accordance with the CBM Disability Inclusive Humanitarian Action Initiative strategy, jointly agreed approaches, programme standards, tools and processes. Provide guidance and leadership to the CO in implementing humanitarian preparedness activities, including refining operational and programmatic systems, processes and procedures for timely and effective crisis response. Identify the capacity development needs of CO teams and partners, including organisations of persons with disabilities, in the area of inclusive humanitarian assistance and facilitate the necessary capacity building to address the gaps identified. Conduct partner assessments and establish a monitoring mechanism to measure the impact of CO and partner capacity-building initiatives in the context of comprehensive humanitarian responses. Familiarise your partners with relevant humanitarian standards and tools (e.g. the Core Standard for Quality and Accountability in Humanitarian Assistance (CHS), the Humanitarian Inclusion Standards for Older Persons and Persons with Disabilities (HIS), the IASC Guidelines on the Inclusion of Persons with Disabilities in Humanitarian Action, etc.) through regular training and refresher exercises conducted either by CBM or jointly with other humanitarian organisations. Contribute to collective learning within CBM by documenting in a structured manner approaches, best practices and lessons learned on the inclusion of persons with disabilities in humanitarian response in the country and disseminating these lessons as part of the humanitarian community of practice. Build functional relationships, establish and strengthen networks and alliances for inclusive humanitarian practice in collaboration with the disability movement and like-minded organizations. Represents CBM at key external humanitarian platforms, conferences and meetings as required. These are your qualifications University degree in humanitarian/development studies, social sciences, disaster risk management or a related field. At least five (5) years of proven professional experience in emergency preparedness, response and management and monitoring of humanitarian programs, including in complex humanitarian situations (conflict, natural disasters, refugee/internal displacement contexts, etc.) at senior management level. At least five (5) years of experience in partnership management, capacity building and humanitarian assistance delivery through national partners. Proven experience in working with multiple stakeholders, including UN, international non-governmental organizations, government and donor organizations, and in inter-agency humanitarian coordination. Strong skills in developing project proposals for institutional funders. Experience in strategic planning and management of large and complex humanitarian programs and budgets. Proven experience in strategic oversight, coaching and capacity building of program staff, and leading diverse teams. Proven knowledge and experience in the practical application of the Sphere Standards and their foundational documents (Humanitarian Charter, Principles for Protection and Core Standard for Humanitarian Assistance). Knowledge of the local humanitarian context and related new trends, including policy developments at national, regional and global levels.
