Job description

The Human Resources Management Officer reports to the Bangkok-based Executive Director and the Senior Management Team (SMT) and performs the following responsibilities:

Management support and coordination

  • Coordinate with senior management and program managers in monitoring staff work plans, results of performance appraisals and improvement plans, where applicable, and ensure maximum performance of each member of the Secretariat.

  • Align the organization’s human resources policies with the Employee Handbook and the Employee Well-Being Policy and recommend changes to bring them more into line with international human rights standards and labor laws.

  • Assist management in promoting working and interpersonal relationships between and among employees through timely team building, conflict resolution and team building sessions when necessary;

  • Review, facilitate and monitor the implementation of other FORUM-ASIA human resources policies, including the Recruitment and Induction Policy and the Fellows and Interns Rules and Regulations, and align the implementation with the Employee Handbook and Employee Wellbeing Policy.

  • Preparation and calculation of the monthly payroll of the staff and close coordination with the finance department for the monthly reconciliation of the payroll; and

  • Maintain and update all employees’ monthly timesheets and vacation records

    Recruitment and HR support

  • Manage the recruitment process, including posting job openings, communicating with candidates during the selection process and onboarding;

  • Coordinate with the administration team in the timely updating of a consolidated staff profile and conducting a needs assessment related to capacity building, engagement with member organizations and the communities we serve; and

  • Conduct regular interviews with employees regarding their workload, their interpersonal and working relationships with other employees, and their level of integration into member organizations.

    Performance assessment and knowledge sharing

  • Oversee the implementation and subsequent analysis of the 360-degree or 180-degree performance appraisal system as agreed with all employees.

  • Conduct knowledge sharing sessions on all HR policies of the organization for all employees and the Executive Committee (EC) members of FORUM-ASIA;

  • Conduct a workplace stress risk assessment;

  • Maintain regular dialogue about diversity, equity and inclusion (DEI) at the organizational level by identifying employee needs and/or pain points.

  • Support management in establishing regular and systematic knowledge sharing sessions on relevant topics by formulating a curriculum in coordination with relevant programs and, where necessary, member organizations.

    Conflict resolution
    Facilitating conflict resolution at secretarial level in close coordination with the Senior Management Team and in accordance with the Employee Handbook
