The Civic Engagement Activity aims to increase citizenship in Iraq’s political engagement, increase trust and participation in the country’s democratic processes by improving civic literacy and empowering citizens to actively participate in discussions on important issues. This initiative aims to equip citizens with the knowledge and skills needed for effective democratic participation, increase awareness of government processes, promote access to accurate media content, increase engagement with government agencies, and strengthen public participation, particularly among marginalized groups. The activity emphasizes localization by involving local leadership in design and priority setting, and integrates local capacity building consistent with USAID policy. Subgrants will identify potential local partners for direct grants, ensuring a collaborative approach that aligns with mission priorities and includes Iraqi voices.

Tasks

Creative Associates is seeking an Operations Manager for a proposed USAID-funded Iraqi civil society project aimed at promoting civic engagement and democratic processes in Iraq. The Operations Manager will report to the Chief of Party and provide general operational management and administrative oversight. Key Responsibilities:

  • Maintain optimized operating systems and procedures that comply with Creative and funder rules and regulations.
  • Implement and manage operational policies including field service, inventory, fleet management and IT, and ensure compliance and effectiveness.
  • Monitor the procurement of goods and services in accordance with Creative policies.
  • Ensure that the project meets all USAID contractual requirements and complies with USAID policies and regulations.
  • Provide operational oversight, including maintaining and monitoring the project budget.
  • Manage operating systems and files and maintain Creative’s online management system.
  • Liaise between Creative Associates’ field offices and headquarters for operational matters and audit inquiries.
  • Participate in ongoing analysis, forecasting and review of project expenditures.
  • Manage the staff responsible for travel arrangements, logistics and workshop organization.
  • Oversee the management of project assets including inventory, IT equipment, transportation, vehicle management and office maintenance.
  • Prepare monthly expense reports on site and report monthly expenses to head offices.
  • Ensure that the program complies with USG rules and regulations and Creative policies and procedures.
  • Provide operational training and guidance to project staff, grantees, local partners and beneficiaries as needed.
  • Respond to requests from USAID and superiors as needed.
  • Travel as needed to ensure smooth operations and provide management support.

Qualifications

  • Bachelor’s degree in project management, business administration, administration or a related field and 9 years of relevant experience. Master’s degree (preferred) and 7 years of experience.
  • At least 5 years of senior management experience, including leading diverse teams and supporting staff development.
  • Knowledge of operational processes and security aspects in complex environments.
  • Previous experience working with USAID or similar work for other donors/US government agencies is highly desirable.
  • Proven leadership skills and experience working in multidisciplinary and multicultural teams.
  • Professional experience in Iraq required.
  • Fluent Arabic and good English skills are required.
