The Kerala High Court has declined the pleas of two former Thiruvananthapuram Corporation officials and other accused, including the managing director of a construction company, for discharging them from a case registered by the Vigilance and Anti-Corruption Bureau (VACB) for allegedly granting permission to the company to construct a multi-storey apartment complex at Kowdiar Junction in 2004, in violation of the detailed town planning scheme (DTPS).

The petitions were filed by Mansoor J, former town planning officer, B.S. Jayakumar, former superintending engineer, Local Self-governments department, P.Sreelatha, architect, and A. Abdul Radheed, managing director of Heera Construction Company Private Limited.

The prosecution case was that the former Corporation officials and other accused hatched a conspiracy with the managing director of the construction company and fraudulently issued a permit dated June 30, 2004, for the construction of a 14- storeyed flat with the intention of obtaining a pecuniary advantage to the tune of ₹9 crores.

A. Rajesh, Special Government Pleader(VACB), submitted that prima facie case had been made against the accused. Besides, charges had already been framed against most of the accused.
