Program duration

The IRC began working about 30 years ago in the Central Program for the Prevention and Response to Violence against the Most Vulnerable Groups in the Humanitarian Context, being a special education and respect for humanitarian actors in the General Violence (VBG) and Child Protection Program. The IRC was one of the first humanitarian organizations and responded to all points of this regional arc of crises; with an office in El Salvador that compiles the programs in Honduras and Guatemala, and with programs focused in recent years on reasentamiento and integration. The IRC’s work in Mexico has been aimed at migrant populations throughout the country, so they were in transit when they came to Mexico as a destination. Current program areas include economic recovery and recovery, access to information, cultural orientation and multiple protection activities (psychological social insurance, women’s protection organization, vulnerable population, protection surveillance, etc.).

Alcance del rol

Based in Mexico City, the Subsidy Coordinator will be the general manager of subsidy management for country programs in Mexico and will also contribute to the drafting of financial proposals. As reporter to the Program Directorate (DDP), she worked in close collaboration with those responsible for land equipment, finance, monitoring, evaluation and operations, in addition to verifying donor requirements.

Key relationships

In the region: Regional equipment in charge of programs and subsidies, regional finance director, regional coordinator for medical assistance operations and other members of the regional equipment.

Responsibilities

Posicionamiento and desarrollo de propuestas

• Look to DDP and CD to identify new funding opportunities, manage relationships with donors and social partners, and update the payment strategy.

• Ensure that you follow up with research and analysis of donors’ strategies and engage with personnel relevant to the country’s program.

• Participate in project planning, work with the program equipment and guarantee a precise review at the level of the seminar, meet the staff of the technical coordinators, the technical assistants, the monitoring and evaluation personnel and the Unidad Regional.

• While working with the CD, I, as a staff member, must coordinate responses to financing opportunities, including establishing timelines for contract award and approval of ownership arrangements.

• Ensure that the IRC system meets and respects the administrative, programme, financial and operational requirements and that this results in the relevant characteristics and requirements;

• Providing donations for the delivery of donations in coordination with industry leaders, finance and operations teams;

• Contribute to the planning of prerequisites in the coordination of finances, programs and operations and ensure that the prerequisites are linked to the intervention advocated and include cost corrections.

• Ensure that ownership granting procedures are in accordance with internal policies.

• Assist donors in negotiating with donors and be an actuator to engage with donors in country to provide funding opportunities.

• Ensure liaison with donors as soon as necessary and ensure that donor representation is present on IRC at regular intervals when requesting DP or DDP

• The management of the internal Opportunity Tracking Information System (OTIS) has been updated.

• Review fundraising and coordinate with regional equipment for approval

• Ensure that IRC grants or contracts in Mexico are managed by two administrators (including maintaining complete grant archives) and implemented in accordance with relevant donor regulations and IRC procedures.

• Project Coordination Meetings (PCMs) are designed to ensure that projects are programmatically and financially efficient and comply with IRC and donor requirements.

• Engage with CD, DDP and regional programme team and apply for grants once project deployment is decided to ensure effective management in accordance with standards and donation requirements.

• Provide appropriate information and updates to the IRC Leadership Group on all personnel related to the corporate mission and Subvenciones administration.

• Ensure compliance with eligibility standards for all subsidies.

• Actuary as central contact for communication with the central offices of the Latin American region and for the meeting on Subvenciones topics

Monitoring and evaluation

• Adequate information and updates on all issues related to the corporate mission and the administration of subsidies.

• Review donor information prepared by project staff to verify its accuracy, quality and compliance with donor requirements.

• Carry out grant monitoring to ensure that grants comply with IRC regulations and donors, and guarantee sound financial management, openings and precise operational controls, as well as the implementation and evaluation of programming.

Relationship with Socios y Gestión de Asociaciones:

• Ensure subcontract management for compliance with the IRC Social Management System (¨PEERS¨)

• Participate in the decision-making process for the company’s access during the final stages before the decision and in the commissioning of the owner (coordination of the order processing within the team, communication between technicians and candidates, etc.).

• Review the subcontractors’ investigation information, evaluate it before making a decision, check the subcontractors and make changes prepared by the subcontractors’ equipment.

• Work with the country’s equipment to organize opening, audit and subcontracting meetings with companies, as well as program monitoring and closure visits.

Communication with donors

• Work with programmers to develop and produce communication and information materials for IRC México projects, such as brochures, posters, information sessions, promotional notes, position documents, bulletins, etc.

• In collaboration with the monitoring and evaluation equipment and program managers, facilitating the creation of development stories, teaching sessions and personal experiences (blogs) for personal terrestrial programs

• Providing information and situational awareness documents as provided to the Ministry’s communications departments and the management of external communications materials.

Other

• Determine the capacities for the provision of subsidies for the equipment of land facilities, capacities and brindando to support individual staff in the editing of information, the provision of prerequisites, the provision of indicators, the specific tools of the IRC and other topics that may not be required.

• If necessary, when the sea is necessary, carry out surveillance visits to sites on Earth when safety protocols allow it.

• Actuary as manager of institutional administrative documentation and program activities and coordination with supervisory and sector coordinators.

Training and technical requirements:

• Completed license in administration, finance, economics or financial fields.

• Possible degree in a relevant field.

• Manejo de Paquetería Office (Nivel Intermedio).

• Conocimiento del idioma inglés a nivel de negocios (nivel avanzado).

• Interesting experiences in a humanitarian context; with people in situations of vulnerability, refugees or in situations of mobility.

Work experience:

• At least 7 years of experience in program management and grant management, owner planning, planning cycles, project management and program design.

• At least 6 years of experience with equipment and projects.

• Comprehensive overview of planning cycles and project management by institutional and private donors as well as the ability to design programs.

• You must familiarise yourself with the donors and government regulations beforehand (ACNUR, USAID, ECHO, SIDA, UNICEF, private donors, etc.).

• You must have the availability to reach locations around the world and across the country in the region.
