Introduction:

Main purpose:

This position is responsible for the day-to-day expenditures, administration and maintenance of RSC Africa financial records at the CWS office in Rwanda in accordance with DOS/PRM and RSC Africa policies and procedures. The position works closely with other finance teams, the Administrative Manager, Human Resources staff, general service staff and other staff in the administrative and program departments.

Core tasks:

Administration and finance (40%)

  • Accepts refunds for unused travel advances and other cash and check refunds, issues receipts for all refunds received, and ensures regular and timely transfer of all refunds received to the bank account.
  • Helps with budget preparation, budget monitoring and expense tracking.
  • Support cash and bank reconciliation and reconcile general ledger accounts on a monthly basis.
  • Reconciles and pays monthly, quarterly and annual statutory deductions and returns within the statutory time limit, including pensions, withholding tax, CBHI, RSSB, PAYE and maternity.
  • Manages, disburses and replenishes the national currency and petty cash.
  • Prepares reports on staff telephone bills and other accounts receivable and submits them to the Payroll Department on a monthly basis.
  • Prepares and disburses accounts payable for approved purchases and contracts in accordance with established procedures and policies.
  • Undertakes all tasks assigned by the manager to improve internal controls and financial operations to achieve the overall goals and objectives of RSC Africa.

Record and data management (30%)

  • Prepare and process transactions, including payment and general ledger journals, in the Sylogist Dynamics 365 accounting system.
  • Prepare and compile bank reconciliations on a monthly basis and ensure they are approved and completed.
  • Prepare and report aging analyses. Monitor and reconcile aging accounts.
  • Enters data into the Accounts Receivable and Accounts Payable module and distributes quarterly accounts receivable and accounts payable statements with all amounts owed to employees/accounting staff.
  • Archives and retrieves financial documents, including online archiving and online banking.
  • Prepares monthly financial reports on an accrual basis using fund accounting principles.

Audit and Compliance (25%)

  • Follows sound accounting procedures and practices in accordance with GAAP, IAS and OMB circulars to ensure accuracy and transparency regarding the use of U.S. Government funds and reporting requirements to donors.
  • Assists and organizes relevant documents for annual internal and external audit.
  • Support internal and external audits and establish action plans to address the recommendations of internal and external audits.
  • Ensure relevant reconciliations, accurate financial records and monthly close processes are followed according to policies and procedures.
  • Reviews purchase requests, travel requests and other forms of procurement and checks the coding of the documents to ensure their accuracy according to the coded budget.
  • Review travel expense reports and ensure that they are reviewed by the relevant supervisors, properly signed and filed accordingly.

Qualifications:

Experience:

  • 5 years of professional experience with an international non-governmental organization, preferably with US-funded grants.
  • 2 years of directly relevant professional experience in carrying out key tasks in the financial sector are required.

Skills:

  • Knowledge of Excel spreadsheets and Dynamics 365 or similar accounting software required.
  • Knowledge of the principles of fund and accrual accounting is required.

Training & Certifications:

  • Bachelor of Commerce, Accounting, Finance or other business-related degree.
  • CPA/ACCA/CIMA finalist with at least 4 years of relevant experience is preferred.
  • Advanced MS knowledge for integration (advanced Excel) is required.

Skills:

  • Skills should be aligned within a portion of the workforce – skills should be the same at entry and line levels, as well as at professional, supervisory, management and higher levels.

Special requirements:

  • All successful candidates must receive a COVID vaccination.
  • The candidate should be in good health, willing and able to travel extensively in often difficult conditions, and have a high degree of flexibility. Proof of yellow fever vaccination is required prior to travel for RSC Africa.
  • This position is located in (Kigali, Rwanda).
  • This position requires constant use of laptops. Knowledge of Microsoft Office packages is required.
  • This position may require short-term and sometimes difficult travel in sub-Saharan Africa to meet the demands of a dynamic operational program.
  • International applicants are required to complete a background check prior to starting work, which includes references, educational and criminal records checks.
  • A valid passport is required, as well as the ability to keep the passport valid for the entire duration of the appointment. This also includes having enough pages in the passport.
  • (Foreign Nationals – International applicants must be legally authorized to work and have a work permit in (Rwanda) OR a valid U.S. passport and the ability to maintain a valid U.S. passport throughout the term is required, which includes the availability of enough passport pages for travel.
  • Physically: This position requires bending, squatting, crawling, climbing, kneeling, sitting, standing, walking, pushing/pulling, handling objects (manual dexterity), reaching above shoulder level, fine finger movements, and lifting/carrying heavy loads.
  • Environment: Incumbents in this position are exposed to loud noise, severe fluctuations in temperature and/or humidity, dust and infectious diseases, harsh weather, long working hours, bumpy roads, long travel distances, excessive sunlight, and unventilated rooms.
