RECOFTC operates in the Asia-Pacific region and has country program offices in Cambodia, Indonesia, Lao People’s Democratic Republic, Myanmar, Nepal, Thailand and Vietnam.

RECOFTC is currently seeking a Finance Manager for its Corporate Services Unit at its Bangkok Head Office. The position is open to external candidates, preferably Thai nationals. The selected candidate will be offered a 24-month contract with the possibility of extension, subject to availability of funds and satisfactory performance.

Tasks

The Finance Manager is a member of RECOFTC’s Corporate Services Unit and reports directly to the Finance Director. He or she oversees the Accounts and Finance sub-department within the Corporate Services Unit. The Finance Manager is responsible for all centralized finance and accounting functions at RECOFTC’s head office and oversees those responsible for the finance functions in RECOFTC’s seven country offices in Cambodia, Indonesia, Lao People’s Democratic Republic, Myanmar, Nepal, Thailand and Vietnam.

Specific tasks and duties include:

Strategic planning and management

  • Supervise and monitor the work of the Senior Accounts Officer, Accounts Officers and Accounts Assistants at RECOFTC Head Office.
  • Advising the accountants and administrative staff in RECOFTC’s seven country offices in consultation with the Finance Director
  • Work with the Country Directors in the RECOFTC priority countries, as well as with the Director of Programme Coordination and Technical Services and the Director of Knowledge Management, Information Technology and Strategic Communications, in consultation with the Director of Finance, the Deputy Executive Director and the Executive Director
  • Assist the Finance Director in monitoring budget allocation and implementation for both unrestricted core funds and restricted project funds. Propose reallocation of funds and ensure funds are spent accordingly. Communicate with affected staff on budget allocation.
  • Ensuring smooth operation and accurate transactions of the computerized accounting and financial management systems at RECOFTC headquarters and the seven country offices
  • Ensuring smooth functioning of the accounting system, including system upgrades as needed and training of employees in the accounting system
  • Review and sign reconciliation of all bank statements and forward to the Finance Director on a monthly basis.
  • Review and monitor the monthly accounts receivable and accounts payable accounting and discuss with those responsible the settlement of reconciled items or any adjustments.
  • Work with the Finance Director in preparing the annual budget. Ensure the budget supports RECOFTC’s objectives.

Compliance

  • Make sure you comply with Thai tax laws and, if necessary, the tax laws of other countries.
  • Ensure that financial transactions comply with the generally accepted accounting principles of the Thai regulator, as well as the organization’s articles of association and any subsidiary laws, and comply with any other regulations required in RECOFTC focus countries.
  • Monitor financial transactions at RECOFTC headquarters and all country offices for compliance with the requirements of relevant government regulations as well as the policies and requirements of RECOFTC and our funders.
  • Oversee the processing of accounting transactions as part of budgetary approvals. Ensure that all accounting and financial transactions are valid, accurate and supported by appropriate original documentation and that all journal entries are properly authorized and supported by sufficient documentation.

Financial report, audit and control

  • Oversee tasks that facilitate year-end audits to ensure smooth and timely completion of audits.
  • Advise the Finance and Accounting team in assisting auditors or carry out tasks related to financial reports and project completion reports as required by funders and/or the Finance Director.
  • Coordinate with management and respective project managers as required to provide advice on budgeting, contracts and other accounting and financial issues in programs and projects
  • Work with Programme/Project Management Officers and Country Accounts and Management Officers to prepare and review grant reports from all countries, units and regional projects prior to submission to donors in consultation with the Director of Finance.
  • Monitor the submission of financial reports under various agreements and ensure that submission to funders is timely and with budget details required in each agreement or project cost standards/specifications.
  • Prepare RECOFTC’s consolidated financial reports including relevant statements such as income and expenditure accounts, balance sheets and other related statements at the end of the financial year (October to September) for both unrestricted core financing and restricted project financing. These should be presented in THB and USD.
  • Establish appropriate accounting and financial control systems to ensure the accuracy of the accounting process and record it in accordance with the general policies of the organization, and ensure appropriate financial controls and procedures for all expenditure.
  • Prevent dishonesty or inadvertent misuse of funds. Ensure internal monitoring, correct incorrect expenditure and, if detected, report it to the Finance Director.
  • Conduct quarterly sampling at national level and forward the report to the Finance Director.

Miscellaneous

  • Ensuring the asset management of RECOFTC, including responsibility for accounting
  • Working with banks and ensuring that RECOFTC always receives the best interest and exchange rates
  • Together with the Finance Director, formulate and update financial and accounting policies, procedures and guidelines for RECOFTC and its country programs.
  • Undertake and carry out all other tasks assigned by the Finance Director

Qualifications and experience

The financial manager should have the following basic qualifications and experience:

Essential

  • A bachelor’s degree or higher in accounting, preferably with a CPA or MBA in finance/business
  • At least 12 years of professional experience in a similar role
  • Experience in working with SAP or an equivalent Enterprise Resource Planning (ERP) system and in supporting and assisting in the transition to a new ERP system
  • Knowledge of application software such as the MS Office suite (Excel, Word, Powerpoint)
  • Good oral and written communication in English and Thai
  • Ability to work on multiple tasks in a matrix management structure
  • Thai nationals are preferred

Desirable

  • Familiarity with the design elements of an ERP
  • A confident and mature personality and positive attitude
  • Open-minded and service-oriented
  • Experience working in a multicultural environment
