Expression of Interest (EOI) to develop a case study on immunization financing in Kenya, including GAVI co-financing in Kenya, flow of immunization funds from external and domestic sources to the national treasury, to the National Vaccine and Immunization Programme (NVIP), to counties and to health facility implementation. The EoI will identify the time lag and disbursement dates.

1.0 About HENNET

The Health NGOs’ Network (HENNET) is a membership organisation that seeks to promote the role and engagement of civil society in transforming the Kenyan health sector to improve the response to the health needs of Kenyans with the vision of a healthy Kenyan society. HENNET was established in 2005. The Network is governed by a Board of Directors with an Executive Committee in accordance with its Charter and is widely recognised by its peers as the appropriate and Head of CSO Health Sector.

Commitment to immunization and primary health care in Kenya

3.0 Task/Purpose of the consultation

HENNET seeks to recruit and engage a consultant to develop a case study on GAVI co-financing in Kenya that examines the flow of immunization from external and domestic resources to the national treasury and the National Vaccine and Immunization Programme (NVIP) and from the national treasury to districts, technical department, facility and use for service delivery to identify time lags and disbursement timing.

3.1 Scope of work

  1. To track public funds allocated from state and county budgets for vaccinations,
  2. To track external funding for vaccinations in Kenya,
  3. Development of vaccination trends in Kenya at national and regional levels, vaccination coverage, zero dose, full immunisation and vaccination gaps,
  4. Assessment of vaccination financing, including the average cost of a vaccination, the number of vaccines covered by the routine vaccination programme, the annual vaccination budget relative to expenditure, sources of funding, funding gaps and sustainability.
  5. To determine how effectively the Kenyan government is meeting its commitments to co-finance immunization,
  6. To describe any transition plan of the Government of Kenya on immunisation (including the allocated budgets and any existing policy framework),
  7. Identify disbursement trends and the time from budget allocation at national and regional levels to actual immunisation at facility level
  8. Build a case for promoting vaccination that includes the avoided costs of a fully funded vaccination program.

3.2 Key findings

  1. A case study report on immunization financing including GAVI co-financing in Kenya, the flow of immunization from external and domestic resources to the national treasury and the National Vaccine and Immunization Programme (NVIP) and from the national treasury to the district, technical department, facility and utilization for service delivery to determine the time lag and disbursement timing.
  2. Determine the expected annual budget needs for immunisation compared to budget allocations in Kenya (Fiscal Years 2022/2023, 2023/2024, 2024/2025),
  3. What commitments has Kenya made in the area of ​​immunisation and primary health care at the global and national levels?
  4. Assess the number of counties in Kenya with vaccination budgets (FY 2022/2023, 2023/2024, 2024/2025)
  5. Identify innovations that Kenya can use to increase domestic health financing and strengthen the effectiveness and efficiency of immunization administration.
  6. What are the bottlenecks/challenges regarding immunization in Kenya (at national and district level)?
  7. Identifying the key strategic actors in promoting immunization in Kenya and the critical role of each actor
  8. Justify the return on investment (ROI) in terms of vaccination coverage and domestic financing.

4.0 Contract duration

The consultation is expected 30 days from the date of signing the contract.

5.0 Remuneration/Consultancy Fees

The consulting fees are agreed with the consultant on the basis of the best price-performance ratio. The consulting fees include statutory tax deductions. Payable by check or electronic transfer, depending on the consultant’s preference.

6.0 Quotation requirements

Interested consultants should submit an expression of interest which should include:

  1. Declaration of suitability expressing the commitment to availability for the entire duration of the assignment.
  2. Brief statement on the proposed methodology including a detailed work plan.
  3. Current CV of the consultant(s) indicating relevant qualifications and experience.
  4. Contacts of three organisations that have recently engaged the consultant(s) to carry out similar tasks.
  5. Financial proposal in Kenyan shillings.

7.0 Consultant profile

The consultant must demonstrate the following qualifications:

(a) Hold a Master’s degree in social sciences, health economics or public health.

(b) At least three years of experience in health financing, public health expenditure review and/or health budget advocacy.

c) Have a good command of the preparation of the health budget in general and the cost calculation for vaccinations in particular.

(d) Knowledge of the WHO One Health Tool 2 is an advantage.
