Role purpose:

Strategic/operational planning, monitoring/implementation of emergency response projects implemented in Syria including activities in food security, agriculture and NFI, ensuring achievement of sector objectives within the framework of the organization’s vision and mission, ensuring integration with other programs and sectors implementing projects in the right form, tracking budget disbursement as planned, ensuring documentation and implementation as per management and funder requirements and submitting regular, transparent written reports to them. Developing project proposals for the emergency response program and being able to lead and manage the team remotely. She/He is also responsible for providing technical support required for the projects and conducting an assessment of local communities’ needs, as well as technical design of project proposals for the program and providing technical guidance to field teams and coordinating all project activities. Ensuring problem solving, evaluation and development of work teams. Building new relationships with new partners and funders and improving communication with existing partners. Develop technical program procedures, manuals and guidelines in line with international and humanitarian standards. Represent TAS at all meetings, workshops, clusters and sub-clusters.

KEY RESPONSIBILITIES:

1. Contribute to the construction and development of the institution’s strategic plan with respect to the FSA and NFI sectors.

2. Work on programme development and prepare interim and annual plans for activities and projects related to food security, NFI and agriculture.

3. Building partnerships with potential donors to implement the program plan.

4. Track and monitor the progress of project implementation, ensure the quality of completed work and prepare work plans in accordance with the objectives of each project and the schedule established for it.

5. Ensure that documentation files (staff – project activities) are adequately maintained throughout all project phases and forms are used according to institutional/funder/partner requirements.

6. Preparation of all necessary reports related to the project/programme manager/funders/partners

7. Regularly follow up and share information on everything related to the implementation of the project with the Programme Director and field teams and work with relevant stakeholders in the institution (Programmes – Logistics – Monitoring and Evaluation) to implement the project activities.

8. Writing project proposals related to food security, NFI and agriculture.

9. Design of food, non-food and agricultural baskets and technical requirements in projects in accordance with humanitarian and international standards

10. Appoint and interview selected project staff and manage appropriate post-appointment support.

11. Represent the institution effectively in relevant working groups, stakeholder meetings and coordination meetings as required.

12. Ensure a positive, continuous and clear presentation of the institution and maintain and develop good relationships with partners, local authorities and stakeholders.

13. Work closely together and build partnerships with agencies and organizations in related areas of cooperation.

14. Ability to assess community needs and requirements related to camps.

15. Contribute to the implementation of integrated needs analyses for integrated and cross-sectoral projects.

16. Develop appropriate vulnerability criteria for the selection of beneficiaries in the area and ensure Community involvement and transparency.

17. Providing training and workshops to the organization’s team within the scope of specialization.

18. Solve problems and challenges within projects and work teams.

19. Effectively manage program grants with stakeholders and funders.

20. Contribute to the development of plans and studies for projects that achieve integration between the food security, NFI and agriculture sectors and the other sectors of the institution.

21. Building new relationships with new partners and donors and improving communication with existing partners.

22. Develop manuals and guidelines for technical programme procedures in accordance with international and humanitarian standards.

23. Carry out any other duties assigned by the immediate supervisor within the area of ​​expertise.

24. Compliance with the organization’s code of conduct.

25. Ensure that accountability and safeguarding procedures are adhered to and followed and that all observations are reported.

26. Respect the dignity of the beneficiaries and do not cause harm.

27. To respect and apply all principles for the protection against sexual exploitation and sexual abuse and the child protection guidelines, as well as the obligation to report any incidents of sexual exploitation or sexual abuse or any breach of the protection guidelines.

28. Comply with all Takaful Al Sham policies and follow administrative instructions and disciplinary procedures in the event of violations.

29. The commitment to comply with Takaful Al Sham’s zero-tolerance policy on sexual exploitation and abuse and to immediately report any violations in this regard.

QUALIFICATIONS AND EXPERIENCE:

• Bachelor’s degree or equivalent

• At least 5 years of experience in program management in nonprofit organizations.

• At least 3 years of experience in food security, NFI and agriculture.

• Extensive knowledge and experience in CVA, cash and value chain mechanisms

• Extensive technical experience in agriculture and irrigation techniques.

• Experience in preparing technical procedures and manuals.

• Sufficient knowledge of the context of the camp and other communities.

• Experience in writing financing proposals and preparing budgets and operating plans for projects.

• Very good knowledge of international donor conditions and compliance requirements.

• Sufficient experience in writing financing proposals, project life cycle and preparing periodic and progress reports.

• Good knowledge of the MS Office 365 software package.

• The ability to lead, direct and coordinate, track, initiate and develop teams.

• Very good skills in effective presentation, presentation and communication (oral and written).

• Excellent English reading, writing and speaking skills.
