CONTEXT:

• The Direction des Programs Internationaux (DPI) de Humanité & Inclusion includes, among others, 5 Directions Géographiques, 4 Directions Techniques, 1 Direction Atlas Logistique and 1 Direction Urgence.
• You are the head of the Urgence management and responsible for the Urgence Manager or the Emergency Operations Manager:
• It is a guarantee of your current operation (both in qualitative and quantitative terms) of the urgency responses in the plant on the site and the respect of the impartial cadres towards the cadre of a response requested by the Direction Urgence (ad hoc response) and/or the adoption of Go in a geographical direction
• It is your responsibility to coordinate the administration and/or contributor and manage the fundraising activities for my staff and explain the different modalities/mechanisms for the urgent response of HI and the other instructions

In 2024, the Emergency Response Officer will prioritise high-intensity crises through the Direction Urgence and/or the Directions Géographiques (Sudan, Palestine and all new emergency measures).

Par ailleurs, e/la Emergency Operations Officer sera en charge of dossiers de fonds next:

• Develop and formalize an operational guide for urgent interventions when crossing project partners in the plant – with information on the urgency of the instructions, techniques and services involved
• Develop and formalize an operational guide for urgent remote operations – and anchor it with the urgently needed instructions, techniques and services provided.
• He/she directly addressed the registration of the HI under the OMS as a Cellule Spécialisée for readjustment and only had to worry about enforcing our agreements with certain urgent funders, even if other fund singers are in operation of the priorities.

GOALS OF THE POST:

Responsibility 1 : Support of the programs in the context of operation and problem solving (Lien program)

• Be aware that when you receive an urgent response, the mechanisms/tools/processes will be activated urgently and will link it to the services concerned.
• It is a mechanism for quality control of projects and programs that is in place and working:
  Audit results / quality control in the project cycle and/or ensure that the other services concerned are carried out within the process and tools adapted to the urgency;
• Define, formalise, coordinate and ensure communications (dédiée au suivi des operations) regulate and formalise the equipment on site and during the siege;
• Facilitate problem solving, contribute to mobilization and accompany equipment: Contribute to problem solving, identify the necessary resources, ensure the leadership of the grant management or carry out the project in case of gaps or required exceptions, ensure coordination, etc. Communication with the National Associations contributes on the ground and alerts with the REACT team.
• Make a strong and active contribution to the elaboration of the intervention strategy in urgent cases, with a particular focus on the operational strategy;
• Ensuring briefings and debriefings of expatriates on departure/return journey;
• Notify the Manager Urgence or other affected service providers in case of problems and recommend measures to the entrepreneur;
• Plan, organize and execute the transfer of a program to a geographic line, facilitate capitalization and communicate it;
• Contribute to recruitment by taking on the functions and humanitarian work.

Responsibility 2 : Contribution to improving responsiveness in urgent cases (transversal)

• Coordinator (in the case of crossing the coordination of a multi-directional working group) or collaborator, actively involved in relief organizations under the responsibility of the “Response” force, addressing my collaborators and carrying out the different modalities of response in urgent cases of HI: response scenario, rapid response modality, EMT registration, health actors.
• Contribute to the deployment and reinforcement of capacities within the framework of the project management and the MEAL (committed with the directions concerned): identify tasks and priorities, contribute to the design and/or animation of training modules, contribute to the dissemination of lessons informing on experience and capitalization issues, contribute to the recruitment process and supervise the respective case;
• Contribution to the dissemination of the knowledge of the rules of the Bailleurs (with a lien on the relevant directions);
• Contribute to improving practice (process, guidance, tools, etc.) across cross-cutting themes;
• You may have special responsibility for certain overarching issues.

Responsibility 3: Contribute to the work of the Urgence strategy

• Contribution to the definition and then to the staging in the work of the Stratégie Urgence;
• Contribute to the production and/or revision of the Urgence Directorate activity reports
• Register regularly with the Urgence Directorate’s guidance services and participate daily in the staff/liaison tools tables covering the following topics: deadlines, fund managers and financial indicators, key indicators for the next operation, recruitment, human resources planning, institutional policy work;
• If necessary and in agreement with the Emergency Management, you will replace the Emergency Manager on specific issues in his absence;

Visit the site: The Emergency Response Officer was deployed to the site the next day and taken on by the Mission Command as part of the program (exact reference conditions). He/she would also like to be deployed to fill gaps.

Accessibility in the workplace:

The premises are easily accessible and well served by transport in the municipality (bus, subway). A parking area for cars and a bicycle park are also available. In the bathroom, access and ascent ramps guarantee optimal circulation. All work stations, located in the open space, are more available than the box, depending on where they need to work, when they are quiet when it is necessary. The work space is very bright.

PROFILE REQUIREMENTS:

• You urgently need to gain off-road experience
• You have experience with project management
• You have the experience of a multidisciplinary and multicultural team
• You have a mastery of project development, project cycle, tools and subsequent assembly
• You know the main donors of the urgency
• You have strong performance and autonomy while working
• Editorial capacity in French and English
• English (parlé et écrit) indispensable
