Tetra Tech International Development (International Development Jobs – Tetra Tech) is currently accepting expressions of interest from qualified candidates for a possible position as Director of Monitoring, Evaluation, and Learning (MEL) in a proposed USAID-funded program in Egypt.

Job Description/Summary:

USAID/Egypt is designing a new multi-year climate adaptation intervention to support the Government of Egypt in improving its climate preparedness through improved resilience planning and management in the water and sanitation sector. Specifically, this intervention aims to strengthen the resilience of water and sanitation utilities by supporting a set of complementary actions to achieve the following objectives:

Objective 1: Improved evidence-based policy-making to strengthen the resilience of water and sanitation utilities;

Objective 2: Improved implementation of adaptation strategies in selected governorates; and

Goal 3: Increase awareness of climate change in selected communities.

Under the leadership of the Chief of Party (COP), the Director of MEL will provide leadership and oversee the monitoring and evaluation of all activities. Tetra Tech is seeking candidates with expertise in monitoring and evaluation, learning and knowledge management, and experience in the water and sanitation sector and/or climate change resilience.

Tasks:

* Collaborate with the COP, the DCOP and members of the technical team on annual planning, definition of outputs, results and outcomes, and other deliverables related to data and indicators on water and sanitation and climate change;

* Ensuring compliance with the MEL Plan and thoroughly reviewing and updating the MEL Plan every year;

* Ensuring data quality, accuracy and relevance for all approved indicators and preparing/validating detailed indicator reference sheets;

* Support the formulation and implementation of collaboration, learning and adaptation efforts at project level;

* Collaborate with the COP, Deputy COP and technical team members in designing evidence-based research and data collection activities focused on the above objectives.

* Support creative and high-quality project communication; and

* Support staff and partners in collecting, reporting and verifying that data and indicators meet Tetra Tech and USAID quality standards.

Minimum qualification requirements:

* Minimum Bachelor’s degree or higher in a related field;

* At least five (5) years of proven leadership of MEL tasks and teams;

* Familiarity with academic research methods and data collection, as well as theory of change and outcomes frameworks;

* Proven ability to make recommendations and guide senior management through holistic analysis;

* Experience in MEL with donor-funded projects; USAID-funded projects are strongly preferred;

* Professional knowledge of Arabic and English is required; and

* Qualified candidates from Egypt are strongly encouraged to apply.
