DanChurchAid (DCA) is currently looking for an experienced humanitarian technical manager for our mine clearance program in Ukraine.

DCA Ukraine seeks to support community-based and integrated services through a combination of activities including assessments and clearances, risk education, livelihoods, protection, water, sanitation and shelter.

As Technical Field Lead, you will be involved in the development, planning, management, quality assurance and reporting of DCA’s mine clearance activities and maintain, build and strengthen close coordination with other activities and colleagues in the humanitarian program. Ensuring efficiency and effectiveness in operations and good communication with relevant authorities and partners are key elements of this position.

The Technical Field Lead supports the work of an innovative and multifaceted programme that works closely with national mine action agencies, local authorities and communities, as well as with UNDP and other actors in the mine action field. The HMA programme is supported by international donors with national and international staff.

They are interested in working with relevant staff to ensure that DCA’s MA program is integrated into a broader humanitarian response. The Technical Field Lead is in daily contact with the DCA Ukraine Operations Manager, who has overall oversight of the humanitarian demining program in Ukraine.

Main tasks

  • Ensure that all mine clearance operations are carried out in accordance with the National Mine Action Strategy and DCA standards in the respective country.
  • Provide technical support and guidance to field operations, including training, internal quality assurance, safety and security, and daily operations planning and implementation.
  • Ensure compliance with all mine clearance measures and report to supervisor.
  • Maintain contact with national authorities, including senior civil protection officials, if necessary.
  • Supervision and instruction of operating personnel.
  • Ensure timely, efficient and effective implementation of high-quality operational processes.
  • Assist in the development of operational plans for ongoing activities.
  • Coordinate with other components of the country programme as well as with Procurement, Finance, Human Resources and Administration departments as part of the country office structure.
  • Stay up to date on new techniques, manuals and equipment related to humanitarian demining.

Your profile

  • Qualifications in Explosive Ordnance Disposal (EOD) or an equivalent to the International Mine Action Standard (IMAS) (EOD Lv3), with certificates.
  • Knowledge and experience with EOD and ERW clearance methods (IMAS).
  • Knowledge and experience in conducting technical surveys, manual mine clearance and battlefield clearance in hazardous areas containing both anti-personnel/anti-vehicle mines and other conventional munitions.
  • Knowledge and experience with search methods and soil trace detection in contaminated urban and rural areas.
  • Qualification as an instructor or mentor is an advantage; Experience in training and supervising national staff in survey, EOD and search techniques, including preparing and conducting structured training courses to IMAS standards.
  • Previous experience in humanitarian demining organizations is desirable, including knowledge of IMSMA forms.
  • Strong leadership, team building and communication skills.
  • A calm and empathetic nature as well as strong diplomatic, communication and public relations skills are a must.
  • Understanding humanitarian principles in the context of NGOs’ field and operational context.
  • Experience working in remote and unsafe locations.
  • Flexibility as well as cultural awareness and sensitivity.
  • Regional experience is desirable.
  • Computer skills are essential, including knowledge of Word, Power Point and Excel.
  • Fluent written and spoken English is essential, Ukrainian is an advantage.
