DURATION AND LOCATION OF THE SERVICE

  • Start date: as soon as possible, but no later than 10 October 2024
  • End date: 20 December 2024
  • Place of performance: The selected consultant(s) is/are obliged to carry out the assessment in the country office and the site office.
  • Country Office: located at GIA Tower, Floor G17 (G1711-13A), Sopheak Mongkul Street, Koh Pich City, Tonle Bassac, Chamkarmon 120101, Phnom Penh.
  • Construction office: located in 7th Village, Kompong Cham Town, Kampong Cham Province, Cambodia.

WORK PLAN

  • Based on the proposed schedule contained in this Statement of Work, the Consultant should prepare a work plan for the delivery of the Service.
  • The work plan should contain a clear description of how the consultant intends to address the activities required to deliver the service.
  • The plan should provide information on the progress and/or degree of completion of the service and should include criteria and indicators to verify whether the service is proceeding as planned.

Tasks

  • Scope of work

  • The contract is divided into 2 lots. Lot 1 – Waste management for country office and site office, Lot 2 – Support in the implementation of sustainable procurement criteria in the country. Interested consultants can submit their proposal for Lot 1 or Lot 2 or both lots.

  • Lot 1: Waste management (country office and site office)

    • Identify and quantify waste volume and waste category by office
    • Based on the determination of our waste quantities and categories by the individual offices, we create a map of the recycling channels available in the areas of operation during site visits.
    • Conduct assessments during visits;
    • Identify channels for disposal of hazardous waste, where appropriate.
    • Development of the collection process in the capital and at the locations towards recycling channels;
    • Initiation of contracts with recycling and waste management as well as recycling framework agreements
    • Capture/capitalize program expectations regarding waste (written report for distribution to programs and headquarters).
  • Lot 2: Supporting the implementation of sustainable procurement Criteria

    • Identify and record recurring purchases under blanket agreements and large purchases (over $20,000).
    • Following this identification, analyse the inclusion of sustainable procurement criteria in these contracts over the last 12 months using the Sustainable Procurement Criteria Database.
    • (Market analysis) Identification of suppliers for the selected product categories and assessment of their ability to meet the criteria for sustainable procurement
    • Collect/leverage program opportunities to integrate sustainable procurement criteria into our recurring purchases and major purchases (written report for forwarding to the program and headquarters).

    Requirements

  • Academic background, education, experience

    • Minimum requirement: 3 years of study in one of these areas BSc in Environmental Sciences, Waste Management or Supply Chain Management / Logistics
    • At least 2 years of extensive experience in environmental or waste management projects or in supply chain/logistics, preferably in humanitarian or development work;
    • Working knowledge of federal, state or local environmental and waste regulations;
    • Excellent attention to detail, high level of organization, accuracy, self-motivation, strong sense of responsibility, ability to work independently.
    • Experienced user of Microsoft Office Suite 2016 (Word, Excel, PowerPoint, Outlook). Ability to manage and follow work schedules.
    • Strong oral, written and communication skills. Ability to maintain confidentiality.
    • Ability to work effectively in diverse, intercultural teams in a complex, multi-site work environment.
  • Working languages

    • This assignment should be carried out in English as this will be the working language. All documents, correspondence, reports and technical data exchanged between the parties should be in English.

How to apply

DOCUMENTS REQUIRED FOR THE PROPOSAL

Proposals from interested consultants must include the following documents:

  • An expression of interest/cover letter, including a description of how the skills and competencies described in the job description will be met.
  • A resume detailing the consultant’s experience and qualifications for the assignment.
  • A technical proposal setting out the proposed methodology and a preliminary work plan.
  • A financial proposal in USD that includes the daily consulting fee and related expenses (e.g. international flight ticket, airport transfers, accommodation and fee for external translators during the site visit, etc.).
  • An example of the consultant’s previous work.

EVALUATION PROCEDURE

The proposals are evaluated by a selection committee in two phases:

  • Administrative selection: The committee first checks the completeness of the application and ensures that all of the mandatory points listed above are included. Incomplete applications will not be considered for the technical selection.
  • Technical and commercial selection: The best candidate will be selected based on the quality of the technical offer, the competitiveness of the financial offer, the skills and previous experience of the consultant, the delivery time, the payment terms and the proven professional competence of the candidate to successfully complete the assignment.

Only candidates who pass the administrative selection will be considered for the technical assessment. Shortlisted candidates may be invited for an online interview (or offline interview).

HI reserves the right to contact applicants for further information or clarification prior to the final selection by the selection committee. After the interview, only selected candidates will be contacted.
