The Consultant will lead the development of a national anti-FGM protection policy in collaboration with a technical working group led by the Anti-FGM Body. The Consultant will ensure that the Anti-FGM Body has a protection policy framework to support the rights of girls and women in relation to FGM/C. The protection policy will set out the Anti-FGM Body’s commitments to prevent harm and ensure that all forms of harm and abuse are reported and responded to. It will eliminate all forms of violence, sexual harassment, social exclusion and gender discrimination against women and girls. The policy will also provide a framework as a basis for FGM/C interventions in planning, budgeting and implementation processes, and formalise and provide for legal obligations to protect women, girls and staff, suppliers, support the ending of FGM/C and ensure compliance with funding partners.

Consultants are expected to deliver and submit the following:

  • An introductory report detailing a work plan, tools and proposed processes, as well as a proposed roadmap for policy development and input.
  • Work with the Options Safeguarding Lead, Anti-FGM Board, Policy and Research Director and Program Lead to conduct policy analysis and understand the current status regarding policy development in relation to the Anti-FGM Board, operations, governance, planning, budgeting and other processes.
  • Develop a safeguarding policy to guide the Anti-FGM Committee in implementing safeguarding processes and procedures in all organizational programs and processes.
  • Conduct a validation workshop on the policy with Anti-FGM Board members and Technical Working Group.
  • Prepare a process report detailing the policy development process.
  • Develop a capacity building plan to protect board members and other stakeholders (Technical Working Group) to enable key stakeholders to implement the policy provisions.
  • Develop training materials on the guidelines and train the technical working group as Trainers of Trainers (TOTs) to implement the guidelines in their respective countries.

Requirements

  • A degree in social sciences or law (postgraduate studies are desirable).
  • At least 5 years of experience in implementing FGM/C related programs, in-depth understanding of FGM/C dynamics and policy development, proven experience in capacity building of organizations on FGM/C, violations of girls’ and women’s rights and development of anti-FGM related policies and ability to use appropriate language in communicating on the issue of FGM/C.
  • Good understanding of programme cycle management, human rights-based programming and women and girls-centered approach in programming.
  • Familiarity with protection monitoring and evaluation methodologies, including FGM/C-related statistics and indicator development.

  • Three client references and contact information (references should have worked with your organisation in the last two years on this anti-FGM agenda and, if possible, be thematically relevant)
  • A financial proposal in KES.
