Call for tender for the provision of a digital whistleblowing and case management solution – Norway

The Norwegian Refugee Council (NRC) is an independent humanitarian organisation that helps people on the run. NRC is active in crisis areas in 40 countries and provides life-saving and long-term assistance to millions of people every year.

As part of its commitment to transparency, accountability and learning, the NRC aims to improve its whistleblowing and case management system by implementing a dedicated digital solution.

Scope of services:

The implementation of a dedicated digital whistleblowing and case management solution is intended to increase organizational efficiency and strengthen trust in the NRC’s internal reporting system. The NRC therefore invites interested vendors to submit proposals that can offer the following services:

• case recording, This will allow the NRC to securely receive both anonymous and non-anonymous reports. Whistleblowing reporting channels must include an online form and a dedicated email address. In addition, the NRC may consider a whistleblowing hotline service operated by the bidder.
• Digital case management solution, Providing a comprehensive digital platform for efficient case management.
• Analyses and reportsto effectively monitor reports received, track cases and generate insights for decision-making and learning.
• Data protection and securityto ensure the protection of confidential information and compliance with applicable laws.
• Solution integration with existing NRC systems and tools for optimized processes.
• data migration, Enable smooth migration of existing data to the new solution without loss or corruption.
• Training and ongoing supportto ensure that NRC staff can effectively use and maintain the solution.

Compliance with relevant laws. The proposed whistleblowing and case management solution must comply with the EU Whistleblowing Directive (Directive (EU) 2019/1937) and the General Data Protection Regulation (GDPR) (Regulation (EU) 2016/679). Compliance with relevant laws is mandatory. Bidders must demonstrate their ability to comply with these regulatory requirements and provide ongoing compliance support.
