The National Economic and Development Authority (NEDA), the secretariat of the National Innovation Council (NIC), invites eligible government agencies to submit proposals for innovation programmes, activities and projects (PAPs) to be funded under the 2024 Innovation Grants. .

This initiative aims to promote innovation as a key driver of national development and economic growth, especially in supporting underserved communities and integrating micro, small and medium enterprises into domestic and global supply chains as provided for in Republic Act No. 11293. .   • Pre-commercialization, commercialization, or diffusion of innovations: Proposals focused on developing and improving innovative products, technologies, or services to ensure market readiness while minimizing risk prior to full-scale commercialization. This includes support for the commercial production and transfer of these innovative technologies, as well as efforts to promote adoption within target markets or communities.
  • Innovation Facilities and Services: Proposals focused on creating or improving physical spaces, resources, and support programs that foster innovation. These initiatives should aim to provide services for entrepreneurial activity and promote the successful transfer of innovative ideas across markets.
  • Promoting an innovation culture and strengthening capacity: Proposals aimed at creating an innovation culture and strengthening the innovation ecosystem. This includes training programs, capacity building activities, trade exhibitions, fairs and missions, and other networking activities for collaborative partnerships.
  • Innovation Policy and Administration: Proposals focused on the development and implementation of innovation policy solutions, regulatory actions, digital information initiatives, and other public administration innovations. These projects should aim to improve the efficiency, productivity and quality of public services.

  • Special Provision No. 5 of the General Appropriations Act for Fiscal Year 2024 allocates PHP 100 million for the issuance of grants to innovative PAPs.

Eligibility Criteria

  • Eligibility requirements for the 2024 Innovation Grant are as follows:
    • For program project proposals
      • The general objectives and expected outcomes and outcomes of the Proposal are consistent with and contribute to the objectives outlined in the National Transformation Agenda and Strategy Document, the Philippine Development Plan, and, for local and regional scope, the Regional Development Plan. and
      • There is no duplication of completed and ongoing publicly funded PAPs.
    • For implementing agencies
      • Must be a government agency, including a department, bureau, office, other agency, SUC, public school, GOCC, or LGU including LUC9.
      • Must be able to issue Official Receipts (ORs), electronic ORs, or electronic authorization receipts for receipt of funds.
      • Has the power to receive funds or collect revenue.
      • For SUCs, GOCCs, and LGUs, there must be an approved trust fund account to serve as a deposit account for grant funds.
      • For NGAs and public schools, there should be a unified account code structure and organizational codes based on existing modified payment system trust accounts.
      • For those previously funded under the 2022 and 2023 Innovation Grants, completed projects must be released from all physical and financial liabilities. and
      • If there is a confirmed private enterprise or partner, it must be ensured that the founder, organizer, director or officer of the private enterprise or partner is not an agent of, or has a blood or close relationship with, an executive body official of up to civil grade 4. and project team members.
    • For Program Project Leaders
      • Must be a Philippine citizen of legal age.
      • Must hold a full-time or full-time position and must not be retiring during the implementation period.
      • Must not have been convicted in any administrative or criminal case, including cases pending appeal. and
      • Must not be related by blood or kinship up to civil grade 4 or act on behalf of NEDA officials and technical staff authorized to process and/or approve proposals, memorandums of agreement (MOAs) and process release of funds.
