We focus on proactive protection work – in particular, targeted and structured approaches that help prevent violent incidents and interrupt cycles of violence, with particular attention to contexts of conflict or other forms of generalised violence. As an international organisation, we follow a risk-based model that takes into account the interaction between threats, vulnerabilities and people’s capabilities. The core protection competency consists of the strategic response areas of (1) community safety and violence prevention, (2) site management, (3) individual response services and (4) opinion leadership and influence. The goal of Community Safety and Violence Prevention is to improve the safety of civilians by taking action to prevent and reduce the frequency and severity of harm to civilians during conflict. This is done through community engagement in identifying threats and supporting actions and strategies in response to those threats. The goal of Individual Response Services (IRS) is to target individuals at increased risk of human rights violations through general protection case management and individual protection assistance. This assessment will serve as the basis for a comprehensive protection risk analysis aimed at understanding the unique challenges and risks faced by populations in NWS and NES. The insights from this analysis will enable targeted interventions and strategies to be developed to address these risks and ensure the safety and wellbeing of those affected. The selected consultant or organisation will be task-oriented and focused on conducting a gender-sensitive protection from violence assessment in relation to the protection needs and gaps in NWS and NES. Primary data collection will include a mix of key informant interviews (KIIs) and focus group discussions with community members (separated by AGD), while secondary analysis will involve the use of external open source data and internal assessments such as conservation-related reports and research conducted in the target areas over the last 3 years. The assessment, analysis and final report are expected to be completed within 45 working days. The assessment includes the following specific objectives: Analysis: Outline the protection environment in NES and NWS through a protection risk analysis and identify profiles with increased risk (separately for NES and NWS): Mapping the risk factors present in NWS and NES, including threats and barriers that put people at risk of rights violations, namely violence, coercion and deliberate deprivation. Mapping existing protective factors among the NWS and NES population, including community-level protective factors and self-protection strategies, disaggregated by displacement status. Identification of profiles likely to be at increased risk; through a protection risk analysis of the risk and protection factors present at each site. Specific gender analysis of differences in gender-specific protection risks and concerns faced by women, men, boys and girls in all displacement situations when accessing protection services, as well as gender differences in safety and well-being of women, men, boys and girls… The analysis should consider different roles and responsibilities, cultural norms, power dynamics and gender discrimination in the context of the NWS and take into account any changes post-earthquake. The analysis should include the perspectives of the affected population as well as organizations specializing in gender issues. Mapping current protection measures and gaps in NES and NWS: 4Ws (Who, What, When, Where): Mapping of national and international organisations active in protection (separately by NES and NWS), understanding of protection services provided, delivery modalities, challenges and self-reported gaps in programming by KIIs with at least 4 organisations per area of responsibility and understanding of cluster and forum strategies(MA1) . Assessment of affected persons’ perspectives on the need for protection programmes in target communities, collected through FGD and KIIs Identify gaps in current safeguarding measures in each location, paying particular attention to gaps in services for higher risk profiles, identified gender-specific safeguarding risks and concerns, and community perspectives, taking into account the objectives of protection from violence. Recommendations for potential protection from violence interventions based on the protection risk analysis, gender analysis and identified gaps in current protection programming. At least 5-10 concrete potential areas and modalities of intervention should be proposed for PfV. Protection programming: Based on the findings, the consultant will make recommendations for PfV interventions relevant to the organization based on the identified gaps and added value of our organization. The assessment should provide answers to the following questions: What specific features of the context create a protective situation? What are the primary protection risks of violence, coercion and deliberate deprivation faced by the population, taking into account factors such as gender, age, disability status and displacement status, and how do these risks impact the population and which groups are most affected by these risks? (vulnerability, location)? Which interventions are appropriate and relevant for our organization to implement, based on the most pressing protection risks and in line with our organization’s PfV response pillars? What resources and capacities (skills, knowledge, social networks and other factors) does the target group currently have at individual and community level to address protection risks? How have local authorities/NGOs responded to these risks? What strategies have they pursued? How have communities responded to these risks? What strategies have they used? What worked? What didn’t work? Why? What help is available to survivors of these attacks? What obstacles stand in the way of accessing this help? What are the gaps in this follow-up? And how is coordination between the different service providers carried out? What potential does partnership with local NGOs and CBOs offer in protection programs? The assessment will be conducted by an external consultant who will be responsible for primary data collection, analysis, and preparation of an initial report with the assessment findings. The Violence Protection Program Development Manager will oversee the technical design of the assessment. Finally, our organization will synthesize the findings in a comprehensive report highlighting key findings, recommendations, and advocacy priorities. This report will guide our engagement with relevant stakeholders with the goal of promoting human rights and protecting vulnerable populations.
