The USAID Momentum Country and Global Leadership (MCGL) Award is a USAID-funded global award that provides targeted technical and capacity development assistance in collaboration with country governments and local nongovernmental organizations, contributing to global technical leadership and policy dialogue on improving measurable outcomes for maternal, reproductive, newborn and child health, and voluntary family planning.

MCGL is seeking a Quality Improvement Specialist to support the East Jerusalem Hospital Network (EJHN). The EJHN is comprised of six non-profit, charitable hospitals that have a long history of serving patients from East Jerusalem, the West Bank, and the Gaza Strip. The EJHN program will assist hospitals within the network to diversify their revenue streams and improve the quality of services provided to patients from the West Bank, Gaza Strip, and East Jerusalem.

Jhpiego is seeking Quality Improvement Specialists to provide comprehensive quality improvement support to an ongoing USAID program in East Jerusalem, the East Jerusalem Hospital Network (EJHN). The EJHN is comprised of six nonprofit, charitable hospitals with a long history of serving patients from East Jerusalem, the West Bank, and the Gaza Strip. The EJHN program will assist hospitals within the network to diversify their revenue streams and improve the quality of services provided to patients from the West Bank, Gaza Strip, and East Jerusalem. This position will report to the Project Director.

Tasks:
1. Quality and monitoring responsibility
Lead the development and maintenance of quality management programs to monitor and evaluate the effectiveness of clinical services.
Apply and analyze quality improvement tools, process mapping, FMEA, histograms, Pareto charts, diagrams and root cause analysis for quality-related problems.
Ability to develop corrective action plans and implement controls to manage deviations.
Good knowledge of setting effective Key Performance Indicators (KPIs) to track
Identify and lead quality initiatives to continuously improve healthcare.
Use data modeling, behavior and trends to track progress and identify areas that need adjustment.
Conduct audits and inspections to verify compliance with quality protocols.
Manage budgets and resources for quality improvement.

2. Clinical responsibility
Analyze clinical workflows and processes to identify areas for improvement.
Develop and implement strategies to improve clinical practice and patient outcomes.
Collect, analyze and interpret clinical data to identify trends and areas for improvement.
Use data to support decisions and track the effectiveness of interventions.
Conduct regular on-site visits to hospitals to monitor HCPs’ implementation, performance and compliance with adopted protocols.
Ensure compliance with security protocols and best practices.

3. Leadership responsibility
Contribute to the development and implementation of strategic quality improvement plans.
Align quality improvement initiatives with project objectives.
Lead and motivate teamwork to achieve quality improvement goals and foster a culture of collaboration and continuous improvement.
Meet and engage with diverse stakeholders, including patients, employees and external partners, to support and advance quality improvement efforts.
Communicate effectively to ensure buy-in and participation from all stakeholders.

4. Training tasks:
Develop and deliver training programs on quality improvement, patient safety and best clinical practices.
Ensure that training materials are up to date and consistent with current standards and practices.
Evaluate the effectiveness of training programs and make improvements based on feedback and results.
Conduct on-the-job training as needed.

Required qualifications:
Bachelor’s degree in a relevant subject from a recognized university.

A Master’s degree in a relevant field from a recognized university is preferred.
At least 7 years of experience in quality improvement/quality management in a hospital environment

Experience in leading a technical team of QI experts

Ability to develop corrective action plans and implement controls to manage deviations.

Good knowledge of setting effective Key Performance Indicators (KPIs) for tracking.
Ability to interact with established networks of high-level international health experts, representatives of health ministries and other partners
Proven team leadership skills and experience leading quality improvement initiatives.

Preferred qualifications
Experience with U.S. government or other donor-funded projects required.
