As a member of the team, success requires close collaboration with country office staff, partners, in-country stakeholders, thematic teams and member associations to develop, gain support for and ensure effective implementation of projects across all three change vehicles outlined in the organization’s program strategy. He/she will support partners in achieving high standards according to our financial standards, program quality framework and developing and sustaining effective and authentic partnerships according to our partnership approach. He/she will foster strong capacities in project financial management, support proposal development, effective project implementation, monitoring, evaluation and learning within CBM projects and partners. Responsibilities and duties Support the development and maintenance of authentic partnerships with implementing partners and pursue a partnership approach that is consistent with and supports our Partnership Principles. Conduct partner evaluations as needed, following CBM Global’s partner evaluation procedures. Provide timely feedback on project budget implementation to partner management and assist in monitoring the project while ensuring that the project team is informed of program planning. Review financial documents (e.g. partner financial and procurement checklists) for approval; critically analyze financial processes and procedures for compliance. Document key highlights noted in financial monitoring reports and report progress on implementation of recommendations from CBM Global, project auditors and other stakeholders through continuous follow-up. In coordination with the partner finance team, regularly review program reconciliation reports, asset registers and partner financial reports (including PPR) to ensure the completeness and accuracy of financial reports. Assist partners with financial audit and investigative review and, where necessary, propose corrective actions in areas of partners’ financial systems and procedures that require improvement. Support our partners’ staff with financial training, contribute to training materials and resources, organize and facilitate partner financial workshops and workshops and reflection meetings for CBM Global partners’ project finance officers, and take responsibility for following up on participants’ action plans, particularly related to partners. Identify red flags in partners’ transactions and processes, compile red flag reports and checklists, and provide regular updates to the Country Finance Manager. Comply with all CBM Global HS&S procedures and requirements at CBM Global and ensure at all times the safety and health of oneself and others who may be affected by one’s actions or omissions on CBM Global projects. Promote a culture of effective, sustainable and comprehensive project implementation among implementing partners through appropriate induction into CBM Global processes and expectations, timely communication, troubleshooting and effective management of challenges throughout the partnership, with support from the Country Finance Manager on quality and accountability in accordance with the CBM Global Program Quality Framework. Support and maintain a high quality and timely documentation culture through CBM Global partners, including financial supporting documents and financial reports. Support our partners in identifying gaps in financial performance through effective monitoring, evaluation and learning processes and improve access to the necessary training to strengthen partners’ financial systems for successful project implementation. Additional tasks that are assigned to you by line management and that apply according to the competency matrix. Key results expected from this role Retrieve and deliver financial reports to the Country Finance Manager in a timely manner, both quarterly financial reports and year-end financial reports and audited financial statements from partners. Submit quarterly report on financial support for assigned projects Verifiable system strengthening activities are consistent with CBM Global policies. Authentic and effective partnerships developed and maintained in line with CBM Global’s partnership approach. Partners’ compliance with CBM Global procedures and standards related to project identification, design, implementation, monitoring, reporting, evaluation and learning. Person specification All of the following requirements are mandatory unless marked with an * when desired and will be determined based on a combination of information from the application form and the interview. Experience At least 3 years’ experience in a similar role ensuring effective financial management, systems and controls, including the management of institutional grants, particularly in a national or international development organization. Experience in budget development, monitoring and reporting. Familiar with accounting packages – Knowledge of Peachtree/QuickBooks/Microsoft Dynamics (accounting package). Proven experience in managing internal and external relationships and partnerships, in particular with implementing partners and project stakeholders. Experience in working with the state government as well as other organizations and donors. Understands the incident management framework and role as a first responder in recording, responding and reporting incidents. Understands the survivor-centred approach and knows how to apply it when receiving a complaint or responding to an incident. Knows the local support services available in the community or region and how to access them. Skills/competencies/personal qualities Strong numerical understanding with proven analytical skills. Effective communication skills (oral and written) with the ability to convey financial information to a non-financial audience. Proven skills in financial statement analysis with attention to detail and accuracy. Ability to work in a fast-paced, team-oriented environment while juggling and coordinating multiple/conflicting priorities and deadlines. Ability to integrate into a multicultural environment.
