Job Description/Summary: USAID/Egypt is designing a new multi-year climate adaptation intervention to support the Government of Egypt in improving its climate preparedness through improved resilience planning and management in the water and sanitation sector. Specifically, this intervention aims to strengthen the resilience of water and sanitation utilities by supporting a set of complementary actions to achieve the following objectives: Objective 1: Improved evidence-based policy-making to strengthen the resilience of water and sanitation utilities; Objective 2: Improved implementation of adaptation strategies in selected governorates; and Goal 3: Increase awareness of climate change in selected communities. The GYSI Consultant will report to the Chief of Party (COP) and provide expertise in coordination and collaboration with other project staff to ensure that USAID/Egypt Water Resilience Activity interventions improve the inclusion of women, youth, indigenous peoples, LGBTQI+ persons, persons with disabilities, and other marginalized groups in strengthening the climate resilience of the water and sanitation sector. The GYSI Consultant will be responsible for providing expert advice and technical support and ensuring that GYSI considerations are incorporated into all project interventions. The Consultant will work with various stakeholders to develop and implement strategies, approaches, and activities to empower marginalized groups. Tasks: * Provide technical guidance, resources and tools to integrate GYSI into all Water Resilience Activity interventions, consistent with USAID key policies, priorities and best practices; * Conduct GYSI analyses to identify obstacles and opportunities and develop strategies to overcome them; * Develop and promote strategies to include and empower women, youth and other marginalized groups; * Ensure that the project applies the ‘Do No Harm’ principle and proactively identifies risks and unintended consequences for women and other marginalised groups; * Ensure that GYSI considerations are adequately reflected in project deliverables, including annual work plans, quarterly and annual reports and other technical products; * Ensure continuous strengthening of the GYSI capacities of project staff, partners and grant beneficiaries through training, coaching and mentoring by identifying persistent challenges and opportunities to address them; * Support the development of tools to collect quantitative and qualitative data to track GYSI-related indicators and learning questions; and * Provide regular reports on progress on GYSI outcomes and results and recommend corrective actions as needed. Minimum qualification requirements: * At least a Master’s degree in gender studies, international development, women’s studies, sociology or other related disciplines; * At least eight (8) years of increasingly responsible experience in integrating GYSI into development programming; * Previous experience with GYSI in USAID-funded programs is desirable, including knowledge of USAID gender and youth policies and frameworks; * Proven experience conducting GYSI analyses, assessments and/or evaluations, including experience with qualitative data collection and analysis; * Strong interpersonal and communication skills to work effectively with diverse stakeholders and moderate discussions on sensitive topics; * Professional knowledge of English and Arabic is required. * Qualified candidates from Egypt are strongly encouraged to apply.
