Tetra Tech International Development (International Development Jobs – Tetra Tech) is currently accepting expressions of interest from qualified candidates for a possible position as Senior Advisor on Climate Change Policy and Public Engagement in a proposed USAID-funded program in Egypt.

Job Description/Summary:

USAID/Egypt is designing a new multi-year climate adaptation intervention to support the Government of Egypt in improving its climate preparedness through improved resilience planning and management in the water and sanitation sector. Specifically, this intervention aims to strengthen the resilience of water and sanitation utilities by supporting a set of complementary actions that will achieve the following objectives:

Objective 1: Improved evidence-based policy-making to strengthen the resilience of water and sanitation utilities;

Objective 2: Improved implementation of adaptation strategies in selected governorates; and

Goal 3: Increase awareness of climate change in selected communities.

Under the direction of the Chief of Party (COP), the Senior Community Engagement Advisor will support the evaluation of key plans, policies, and governance practices to identify the requirements of Egypt’s policy environment and governance structure and support evidence-based policymaking to strengthen the resilience of Egypt’s water and sanitation utilities. The Senior Policy and Community Engagement Advisor will oversee the identification of potential interventions that can support long-term systemic changes in Egypt’s climate resilience, including enabling policy development. This position will lead stakeholder dialogue, communications, outreach, and coalition building to raise awareness of climate change among water utilities and water conservation in select communities, and define community and other stakeholder priorities for engagement with utilities.

Tasks:

* Supporting analyses of Egypt’s policy framework, institutional capacity and governance practices to improve evidence-based policy-making on water and sanitation resilience;

* Identify and lead outreach and engagement efforts to secure buy-in from stakeholders (policy makers, government officials, community representatives);

* Supporting relevant Egyptian ministries in integrating evidence-based climate policy into water and sanitation sector development planning;

* Increasing the transparency of water utilities through increased exchange of information with their customers;

* Strengthening the professional customer service of water suppliers;

* Coordinate with other pillars of activity to integrate care planning with transparent messaging;

* Support the development and dissemination of climate change awareness campaigns and behaviour change strategies in selected communities;

* Familiarise yourself and technical staff with various participation mechanisms, such as town hall meetings, door-to-door campaigns, youth competitions, utility websites and social media, traditional print and promotional materials, and broadcast media;

* Developing innovative and engaging media for public awareness campaigns;

* Include stakeholder consultation in media development and design; and

* Use a social marketing model coupled with USAID’s social behavior change process to work with water utilities to raise awareness about water scarcity and the need for climate change resilience practices.

Minimum qualification requirements:

* At least a Master’s degree in climate economics and policy, environmental studies, public policy, international development, social sciences, communication or other related fields;

* At least eight (8) years of proven technical experience in climate policy, programming, climate finance mobilization or other related fields;

* Experience working with MENA climate change contexts, policies, strategies, institutional landscape and resilience issues at both field and policy levels;

* Experience in working with awareness-raising campaigns, particularly on climate change resilience and in relation to professional water services;

* Proven experience in increasingly responsible management of donor projects of similar complexity;

* Professional knowledge of Arabic and English is required; and
