The DCOP/Technical Director will work closely with the Chief of Party to provide technical leadership and expert advice on strategies and interventions that strengthen reproductive health, maternal, newborn and child health, and malaria service delivery capacities and increase demand for services to effectively increase facility and community level health service utilization for priority populations. The DCOP/Technical Director will also support the integration of interventions to strengthen facility and community level capacities to prevent, respond to and mitigate public health threats.

The specific tasks to be performed by the successful candidate are as follows:

  • Lead the development and delivery of high-impact MCH, FP, malaria and global health security interventions in collaboration with key stakeholders at all levels of the health system, with a focus on primary care and community levels, ensuring compliance with internationally and nationally approved and recognized guidelines on MCH, FP and malaria services.
  • Coordinate the development, implementation, monitoring and reporting of all project work plans.
  • Oversee program monitoring, evaluation and reporting activities and ensure that all project objectives are achieved and accomplished in a timely and efficient manner.
  • In coordination with the COP, act as the Pact’s liaison with USAID and national and local partners, including government officials, civil society representatives, and community leaders, particularly on technical matters.
  • Coordinate all aspects of project planning, implementation, monitoring and reporting with project partners and relevant stakeholders.
  • Supervise key technical staff and ensure high quality technical programming through hands-on guidance and support based on the program’s strategic objectives and meeting expected technical quality and reporting requirements.
  • Support us with all programmatic aspects and ensure that goals are achieved on time and within budget.
  • Ensure a quick start, daily implementation of activities and, in cooperation with the COP, supervise and coordinate the technical activities and deliverables of the project as well as subcontractors, subcontractors and consultants.
  • In the absence of the COP, serve as the primary point of contact for USAID on day-to-day implementation and management issues related to the agreement.
  • Provide training and mentoring to your partners to strengthen their capacity to provide technical services and comply with donor rules and regulations.
  • Under the guidance of the COP, you will assist in the recruitment and direct support of project staff in line with Pact’s human resources policies. You will oversee the management and development of the project office’s human resources to ensure a diverse, skilled and productive workforce, an effective leadership team and a company culture that lives Pact’s values.
  • Deliver technical presentations on program successes to implementing partners, civil society organizations, government officials, donors and other organizations.
  • Assist in other tasks assigned by the COP.

basic requirements

  • Master’s degree and 9+ years of relevant work experience or equivalent combination of education and work experience including 5 years of management experience. Bachelor’s degree and 11 years of work experience. Professional degree from a recognized university in public health, social or behavioral sciences or a relevant field strongly desired.
  • At least 5-7 years of experience in the successful implementation of international development activities, preferably in the direct implementation of primary and community health care, health systems and/or health policy programming.
  • At least 5 years of experience as DCOP, Technical Director or in a comparable senior management position in international donor-funded projects.
  • Proven flexibility, adaptability and the ability to work and collaborate in complex and politically sensitive project environments.
  • Have expertise in quality improvement/quality assurance in healthcare, particularly for MCH, FP and malaria projects.
  • Be comprehensively familiar with best global, regional and local practices and evidence-based approaches to health systems strengthening in order to develop and/or adopt them for Côte d’Ivoire.
  • Proven leadership qualities and experience in successfully and conflict-sensitively managing a diverse team of employees and partners.
  • Proven ability to build and maintain strong relationships with diverse stakeholders, including local organizations, government institutions, private sector companies and funders.
  • Proven problem-solving, negotiation, decision-making and consensus-building skills.
  • Knowledge of the political, social and economic context of Côte d’Ivoire.
  • Fluent English and French (oral, written and reading) is required.
  • Willingness to travel within Ivory Coast and occasionally internationally.
  • Comprehensive understanding of primary and community health care, health systems, and health policies and practices in Côte d’Ivoire.

Preferred qualifications

  • Experience working with and leading teams for USAID contracts and/or cooperative agreements and/or knowledge of USAID rules, regulations and policies.
  • Proven experience working on integrated projects in West Africa or similar contexts.
  • Ivory Coast nationals, particularly female candidates, are strongly encouraged to apply.
