Main areas of responsibility Responsible for securing and responsibly expanding the portfolio in the country. The CD leads the process of updating and implementing the country financing strategy and proactively engages existing and future donors. Responsible for aligning the country programme with GOAL’s global strategy through the development and implementation of 5 to 7 Country Strategic Plans and Annual Country Plans. The CD guides the Assistant Country Director – Programmes (ACDP) in programme development, implementation and leveraging global technical resources for visits and programme quality reviews. Responsible for managing countrywide financial risk and leading the annual country budgeting process to ensure effective forecasting and resource allocation. Responsible for the effective management of the country programme, including day-to-day leadership of the internal auditor; maintaining an effective control environment through management actions on audit findings; reviewing feedback and complaint response mechanism (FCRM) reports and liaising with the Head of Investigation Unit on a case-by-case basis. Responsible for ensuring appropriate and effective support functions for program implementation. The CD manages and leads the ACDS in developing lean supply chain processes, appropriate and compliant procurement functions, fit for purpose IT systems, and a service level mentality to support programs, administration, overall security management, and appropriate due diligence of country program staff. Support regional integration and collaboration with GOAL teams across the Latin America and Caribbean region. Represent GOAL in key stakeholder and peer networks and coordination mechanisms, as well as with state and local government agencies. Active participation in the regional coordination committee and responsibility for the application of the indications of this committee Behaviour (lived values) Highlight the behaviors required to achieve high performance in this role. Lead by example and coach and develop the capacity of the GOAL team in Haiti. Expanding the GOAL partnership network in Haiti Requirements Essential Relevant postgraduate degree in business administration, administration, management, social sciences, international development OR Relevant university degree and 3-5 years of relevant professional experience 5 years of experience at country director level in a humanitarian or development environment abroad Proven experience in security and crisis management A track record of working with institutional donors and securing funding Experience in managing a large and geographically distributed team and working in highly uncertain locations Fluent written and spoken French and English are required for this role Desirable Previous work experience in Haiti Proven willingness to be stationed in Haiti Experience in directly managing multi-sector programmes across multiple grants and/or experience in managing qualified programme managers implementing multi-sector activities across multiple grants Previous programming experience in food security, resilience, humanitarian aid, sustainable urban development, market systems development.
